The Fairfax County Department of Transportation offers restrictions to provide parking relief to businesses in commercial and industrial zoning districts when they are negatively impacted by long-term parking of commercial vehicles, recreational vehicles or trailers. These restrictions may be installed on the curb directly adjacent to qualifying non-residential properties. 

Parking Restrictions can be established if the following qualifications are met:

1. The curb to be restricted is directly adjacent to a parcel in a commercial or industrial zoning district that is developed with a business property.
2. The street has significant divisions to begin and end the restricted zone. Significant divisions along a street are typically intersections or changes in the zoning district.
3. All non-residential parcels along the curb to be restricted are in support of restrictions.
4. Satisfaction of a long-term parking study of the proposed restriction area with a finding that commercial vehicles, recreational vehicles, or trailers are parked on a long-term basis (at least 30 days without moving).

Vehicles that are restricted from parking under this program:

• Watercraft
• Boat trailers
• Motor homes
• Camping trailers
• Any other trailer or semi-trailer, regardless of whether such trailer or semi-trailer is attached to another vehicle
• Any vehicle with three or more axles
• Any vehicle that has a gross vehicle weight rating of 12,000 or more pounds except school buses used on a current and regular basis to transport students
• Any vehicle designed to transport 16 or more passengers including the driver, except school buses used on a current and regular basis to transport students
• Any vehicle of any size that is being used in the transportation of hazardous materials as defined in Virginia Code § 46.2-341.4
   

Establishing Restricted Parking in Non-Residential Areas

Businesses that are negatively impacted by long-term parking on the roadway adjacent to their parcel may request restrictions by submitting a universal request from all business properties directly adjacent to the curb where restrictions are requested. Written requests must be forwarded to the District Supervisor Office that represents the requested area.  Requests may be delivered in person, by US mail, or scanned and sent by email. The written request should include:

• Name of street where restrictions are requested;
• Extent of requested restriction describing the beginning and end of requested restricted area;
• The days and times when parking restrictions are requested;
• Signatures of support from the property owner, property manager, or business owner/manager of each business located on each business parcel adjacent to the curb where restrictions are requested; and
• Name, title, and contact information of each property or business representative signing the request.

If, after an exhaustive effort, a signature representing each parcel abutting the proposed restriction area cannot be obtained, the request may still be submitted and staff will determine if the request can go forward. All requests for restrictions are evaluated by FCDOT to determine if the requested area qualifies for a long-term parking study. If qualifications are met, a study is conducted.  

The study must find that commercial vehicles, recreational vehicles, or trailers are parked on a long-term basis (at least 30 days without moving). If such a finding is made, FCDOT prepares the requested restriction for a public hearing before the Board of Supervisors.  
If requested restrictions are approved by the Board of Supervisors, FCDOT installs signs that state “No Parking Commercial Vehicles, Recreational Vehicles, All Trailers” plus the hours of restriction.  
 

Legacy Parking Restrictions in Fairfax County

There are ninety-two locations throughout the county where FCDOT has implemented general restrictions that prohibit parking of all vehicles. FCDOT ceased implementation of general parking restrictions in 2012. Restrictions implemented prior to 2012 remain in effect and are included in the restrictions shown on the Long Term Parking Restrictions map.  
 

Parking Restrictions Not Offered by FCDOT

• Limited-duration parking restrictions, such as 2-hour parking
• Time of day parking restrictions, except to mitigate long-term parking in commercial/industrial districts or in RPPD districts
• Overnight parking restrictions, except to mitigate long-term parking in commercial/industrial districts or in RPPD districts
• Paid parking on public streets
• Temporary no parking for any reason
• General parking restrictions for safety, sight line impediments, or damage to pavement or Right of Way. Parking restrictions for these reasons are implemented by VDOT. Parties may request parking restrictions for these reasons by contacting the VDOT Customer Service Center at 1-800-376-7623. 

Limitations on Implementation of Parking Restrictions

All restrictions offered by FCDOT are implemented only in accordance with established parking program policies and County Code provisions, and only after approval by the Board of Supervisors following a Public Hearing on the matter.

• Parking restrictions are not implemented to address personal or nuisance issues, including neighbor disputes, littering or dumping.
• Neither VDOT nor FCDOT install parking restriction signs where parking is already prohibited by county parking ordinances, such as within 10 feet of driveways or commercial vehicle parking in residential areas.
