Carryover is the re-appropriation in the current fiscal year (FY 2023) of previously approved items in the previous fiscal year (FY 2022) such as outstanding encumbered obligations, unencumbered commitments and unexpended capital project and grant balances. Additionally, the Carryover package may include funding for other one-time items approved by the Board of Supervisors that are not included in the Adopted budget.
