Fairfax County Redevelopment and Housing Authority Adopts FY 2021 Strategic Plan

FCRHA Strategic Plan - FY 2021At its March 5 meeting, the Fairfax County Redevelopment and Housing Authority (FCRHA) adopted its Fiscal Year 2021 Strategic Plan. The plan sets and outlines a path for achieving the goals and vision for housing in Fairfax County in response to current trends and needs - working within available resources. The plan will be effective July 1, 2020 through June 30, 2021. 

The Strategic Plan provides an overview of the major FCRHA activities, projects, anticipated outcomes and estimates of the potential investments to address five strategic areas: 

  • Affordable Housing Development, Preservation and Sustainability;
  • Affordable Rental Housing, Property Management and Maintenance;
  • Tenant Subsidies and Resident Services;
  • Homeownership and Relocation Services; and
  • FCRHA/HCD Program Planning, Development and Management.

Fairfax County is facing a housing deficit of 15,000 homes for families earning 60 percent of the area median income over the next 15 years. The FCRHA is the preeminent provider of affordable housing in Fairfax County and also serves as the county’s local finance agency in providing affordable housing. Nearly 20,000 people currently live in housing provided by the FCRHA and countless more live in privately-owned housing developed with FCRHA funding.

The FCRHA is a separate political body from the Fairfax County Government and possesses specific powers granted by state code (including the ability to issue bonds, purchase property and make loans). The authority of the FCRHA is vested in 11 commissioners appointed by the Fairfax County Board of Supervisors – one representative from each supervisor district and two at-large representatives. The mission of the FCRHA is to initiate and provide opportunities for Fairfax County residents to live in safe, affordable housing and to help develop, preserve, and revitalize communities through fiscally responsible and open processes.
