Manufactured (Mobile) Housing Program

mapThe County's Board of Supervisors acknowledges that Manufactured Housing Communities (MHCs), often referred to as mobile home parks or communities, are a vital source of affordable housing in Fairfax County. The Manufactured Housing Program is tailored to address the specific needs of these communities. Based on recommendations from the Manufactured Housing Task Force, the program aims to safeguard the health and safety of individuals who own and live in MHCs. The county has seven existing MHCs, containing approximately 1,750 units, located in the following communities:

  • Audubon Estates, 700 housing units, Franconia District
  • Alexandria Mobile Home Park, 120 housing units, Mount Vernon District
  • Harmony Place Mobile Home Park, 91 housing units, Franconia District
  • Meadows of Chantilly, 490 housing units, Sully District
  • Penn Daw Terrance, 90 housing units, Mount Vernon District
  • Waples Mill Estates, 152 housing units, Braddock District
  • Woodley Hills Estates, 115 housing units, Mount Vernon District

Manufacturing Housing Resources

The following is a dynamic list of resources for manufactured housing residents, tenants, owners, and property managers. In 2021, the Board of Supervisors adopted the Public Trust and Confidentiality Policy (Trust Policy) to reaffirm that all residents including those who have immigrated to Fairfax County can access county benefits and services without fear that the information they share will be disclosed to federal immigration officials. Many of the resources listed below are provided by separate agencies, which are not under the Department of Housing and Community Development. Therefore, any additional questions should be directed to these agencies or organizations.

Permit Resources- Land Development Services

  • Does My Project Required a Permit?  To assure that the county harbors safe and sustainable communities, it grants permission in the form of a “permit” that allows a given use on a property and its associated construction. Please note that this is not an exhaustive list; it is meant to provide general guidance for homeowners, business owners and others.
     
  • To Submit a Permit Application - PLUS (Planning and Land Use System)
    • Note: the PLUS website is only available in ENGLISH.

    • Monday through Thursday from 8 a.m. to 4 p.m. and Friday from 9:15 a.m. to 4 p.m.

 

  • Titling
    • To title a manufactured (mobile) home, you will need to go to the DMV or complete online an application for Certificate of Title- Manufacture Home.
      • You will be required to submit ownership documents, proof address, pay a titling fees, and pay the Sales and Use Tax (3% for manufactured homes; 2% for mobile office)

  • Vehicle Taxes and Fees
    • A manufactured "mobile" home as defined in Code of Virginia, Section 36-85.3 used as a place of full time residence and titled with the Division of Motor Vehicles (DMV) is assessed as personal property and taxed at the base real estate tax. Assessed at market value based on sales data and supplemented by valuation from a recognized pricing guide, mobile homes are prorated on a quarterly basis if they are moved into the County after January 1. The tax period starts at the beginning of the quarter from the date the mobile home is moved into the County. A property tax return on mobile homes must be filed within 60 days of the date the mobile home attains situs by May 1 every year thereafter. The tax on mobile homes is not prorated when the owner sells or moves the home out of the County.

  • The Human Services Resource Guide (HSRG)
    • The Human Services Resource Guide is an online, searchable guide to available human services resources. It provides detailed program and service descriptions, eligibility requirements, locations, and contact information

  • Home Repair Community Resources
    • Rebuilding Together helps people stay in the homes they love, when they can’t make or pay for repairs themselves.
    • Community Housing Partners (CHP) provides quality-built responsibly managed, service-enriched homes for low-income individuals and families across the Southeast and Mid-Atlantic.
      • CHP Energy Solutions acts as a participating contractor in utility energy efficiency programs across the commonwealth delivering building upgrades directly to qualifying homes. To see if you qualify, please use this link.
         
  • The Home Repair for the Elderly Program
  • The First-Time Homebuyers (FTHB) Program
    • Provides affordable homes primarily through the Affordable Dwelling Unit (ADU) Program to low- and moderate-income families since 1978. Homes are offered at sale prices well below the sale price of other homes in the same development community. For more information, please visit First-Time Homebuyers Program
       
  • Preservation and Reinvestment Initiative for Community Enhancement (PRICE) Application
    • The county’s application for the PRICE Main Competition outlines the proposed activities to be funded through the PRICE Main competition. If approved, the funding will support such activities as the repair, rehabilitation, and replacement of existing units; infrastructure improvements; planning and resilience activities; resident and community services; and land acquisition by the manufactured housing tenants and homesite renters.

  • Report Damaged Street Lights or Street Light Outages
    • Reporting an outage is easier than ever and helps keeps neighborhoods safe; it also helps keep pedestrians visible and safe. Streetlights along public roadways in Fairfax County are typically maintained by Dominion Virginia Power.
       
    • Before reporting an outdoor lighting outage, take note of a couple of things that will help us repair the right light!
      • Jot down the pole number.
      • Note the nearest street address.
      • The pole numbers are located directly on the pole and come in two formats:
        • one letter, four numbers, two letters, two numbers (for example, B1831 RL22), or

  • To report an outdoor lighting outage, please call 866.366.4357 or fill out Dominion Virginia Power’ Outdoor Lighting Concern form.
     
  • If a streetlight is located on a private road, it is the responsibility of the light's owner (the homeowner's association, for instance) to relay the report to the power supplier.

  • Fairfax Water
    • Fairfax Water offers a on-time adjustment for unusually high water charges caused by leaks. All details regarding adjustments are within the Rules and Regulations, under Courtesy Leak Adjustments.

  • Human Rights and Equity Programs
    • The Fairfax County Office of Human Rights and Equity Programs (OHREP) receives and investigates fair housing complaints by any person who believes they have been discriminated against in Fairfax County on the basis of race, color, religion, national origin, sex, pregnancy, childbirth or related medical conditions, age, marital status, sexual orientation, gender identity, military status, source of funds or disability. More information can be found here and on the OHREP’s website.
    • To file a complaint, please call 703.324.2953 to be scheduled for an intake appointment via telephone or videoconference.
       
  • Tenant/Landlord
    • Consumer Affairs assists consumers through advice inquiries, mediation and arbitration. Consumer Affairs staff supports the Consumer Protection Commission and the Tenant-Landlord Commission.

  • Legal Services
    • Legal Aid Justice Center defend tenants’ rights, fights mass eviction, and dismantle legal and other barriers to safe and affordable housing. To get help, please call 703.778.3450
    • Legal Services of Northern Virginia provides free civil legal assistance to the region’s low-income and neediest populations.  They do not assist in criminal, traffic, or immigration matters.

  • Manufactured Home Lot Rental Act
    • Tenants and landlords have legal protections under the Manufactured Home Lot Rental Act. For a Spanish version, please click here.
       
      • The information shared is not intended as legal advice. All parties to a lot rental agreement are encouraged to consult Virginia Department of Housing and Community Development's website for more information related to manufactured home park resources. Tenants with questions are encouraged to contact their local legal aid program at (866) 534-5243 or valegalaid.org/find-legal-help.
         
  • HUD Manufactured Housing Certification
    • The Certification Label (also know as a HUD tag) is a metal plate that is affixed to the outside of the manufactured home.
    • If the certification label (HUD tag) is missing from a home, U.S Department of Housing and Urban Development (HUD) does not reissue labels for manufactured homes. However, HUD can issue a Letter of Label Verification for units for which it can locate the necessary historical information. The label numbers can be found on a data plate inside the home in one of three locations: on or near the main electrical panel, in a kitchen cabinet, in a bedroom closet.
