The Fairfax County Redevelopment and Housing Authority, Pennrose, Community Housing Partners, members of the Fairfax County Board of Supervisors, and partners celebrated the grand opening of the Residences at North Hill on June 14, 2023. This new community includes 279 affordable homes, a 12+ acre public park, and a host of on-site amenities including a community room, fitness center, playground, and recreational plaza. The Residences at North Hill includes a mix of apartment sizes within five garden-style buildings, with 63 homes specifically designed for older adults. All the apartments are affordable at 30% to 60% of the Area Median Income level. Along with the affordable homes, the site also includes 175 for-sale townhomes.

The Residences at North Hill is viewed as an important development serving as a key contribution to Fairfax County’s long-term vision for the Mount Vernon District and for the Richmond Highway Corridor. The Fairfax County Redevelopment and Housing Authority (FCRHA) originally purchased the site in the 1980s. Since this time, the FCRHA as well as Fairfax County have made significant contributions to the development, demonstrating their commitment to this long-term vision.
“For more than 30 years, we have been working to develop an extraordinary plan for this property that would help us meet a critical community need and serve as a keystone project in the continuing redevelopment of the Richmond Highway Corridor, and today we have achieved just that,” said Mount Vernon District, Board of Supervisor Dan Storck. “Residences at North Hill reaffirms our vision of One Fairfax through inclusive development that includes housing opportunities for residents all along the income spectrum, so that all who want to live in Mount Vernon can do so.”
As the county’s housing finance agency, the FCRHA loaned over $4 million in local financing from the Fairfax County Board of Supervisors’ Affordable Housing Development and Investment Fund for the Residences at North Hill. In addition, the FCRHA provided 68 federal project-based vouchers to the community. These project-based vouchers will enable extremely low-income households to reside at the Residences at North Hill, exemplifying the shared commitment to ensure that all residents in Fairfax County have affordable housing opportunities.
