Check back on October 21, 2024 at 8:00 a.m. when you can apply to join the waitlist for select affordable properties:

About the Project Based Voucher Program

What is the Project Based Voucher Program?

The Project Based Voucher (PBV) program provides rental assistance to eligible households to live in specific rental units.  Through a contract with the owner of the unit, the Fairfax County Redevelopment and Housing Authority (FCRHA) pays a portion of the monthly rent, while the household pays their portion of the monthly rent based upon 30% to 35% of adjusted gross income.  The rental assistance is attached to the specific unit and remains at the property, even if a household moves.

How Do I Know if I’m Eligible to Participate?

Eligibility is based upon income level, household size, and the size of the rental unit. Households cannot currently be receiving other federal rental housing assistance, such as a tenant-based voucher. A household must withdraw from other federal programs and/or release current vouchers held to lease a PBV unit.

Where are PBV Units Located?

PBV units are located throughout Fairfax County.  Some PBV properties are designated for older adults or offer supportive services for individuals or households experiencing or at risk of homelessness or living with a disability.

How Do I Apply for the Program?

Step 1: Households must create an online account at Rent Café, an online application system, when the waiting list is open.  If you currently have an account in Rent Café, please do not create an additional account.  You will need to sign into your current account.

Step 2: Apply for the specific waiting list at a property or at numerous properties.

Step 3: Applicants will be randomly drawn from the pool of applicants and placed on the waiting list for that property. All applicants will be notified after the drawing whether they have or have not been selected to be placed on the waiting list.

Step 4: The FCRHA will draw applicants from the waiting list as openings become available for rental units.  If your household is called from the waiting list, you will be required to submit required documentation which will be reviewed for program eligibility by the FCRHA.

Step 5:  Applicants will be screened by the property owner for requirements and placement.

When Do Waiting Lists Open?

When households move out of an existing PBV unit, when new PBV properties are opened, and when current waiting lists have no more applicants, a new waiting list for those properties will be created and an enrollment period will be announced by public notice.  

Please check back to this website for notices of open waiting lists for specific properties. Public announcements are provided at least 10 business days in advance of an opening to apply for a waiting list. No applications are accepted outside of this process. 

 

How Do You Apply to Waiting Lists?

  • An applicant can select multiple PBV properties for an opportunity to be selected for each property’s waiting list.   
  • Applicants will be placed in a random selection for a chance to hold a spot on the waiting list.
  • Applicants drawn from the lottery or selected randomly will be placed on the waiting list.
  • The waiting list for PBV locations at full capacity will remain closed until a low number of applicants remain on the waiting list.

  1. The FCHRA will draw applicants from the waiting list as openings become available for rental units. 
     
  2. If your household is called from the waiting list, you will be required to submit required documentation which will be reviewed for program eligibility by the FCRHA.
     
  3. The property will screen eligible applicants that were drawn from the waiting list for requirements and placement.

  1. Visit the Housing and Community Development (HCD) website regularly to find out about open waiting lists for various locations and unit types.

  2. Save Rent Café account user identification and password for easy accessibility.

  3. Explore or tour the neighborhoods and communities surrounding prospective PBV properties.

  4. Contact the property owner to schedule a visit to the location and to find out more information.

To be eligible for PBV assistance, the total annual income of the household must be below the amount on the Income Limit Scale set by Housing and Urban Development (HUD).
