July 15 Board Matter: Concurrent and Expedited Processing for Woodland Park East – Block E

Background:

Crow Holdings, L.P., through its affiliate Maple Multi-Family Land East Coast, L.P., seeks approval of a PCA, CDPA, and FDPA to develop the last block of the Woodland Park East development with a multifamily residential and self-storage mixed-use building.

The Property is currently vacant and located just south of the Dulles Toll Road in the northwest quadrant of the intersection of Monroe Street and Woodland View Drive. The approximately 3.3-acre parcel is presently approved for two 8 story office buildings and associated parking. The proposed applications will facilitate an important opportunity for additional housing in this area while maintaining a meaningful commercial component to complete the build out of Woodland Park East.

The Applicant has worked closely with County Staff, my office and the Hunter Mill Land Use Committee, and after receiving a recommendation of approval from the Hunter Mill Land Use Committee on May 20th, is scheduled for a Planning Commission Public Hearing on September 10th. The Applicant has requested concurrent processing of the site plan associated with the applications and an expedited public hearing date before the Board of Supervisors. Based on my discussions with the Applicant and County Staff, I am satisfied that establishing a public hearing date for the Board of Supervisors and concurrent processing of the site plan is appropriate.

Motion:

Therefore, I move that the Board of Supervisors authorize expedited processing of PCA/FDPA 2000-HM-044-04 and CDPA 2000-HM-044-03 and schedule the public hearing before the Board of Supervisors for October 14, 2025. I further move that the Board of Supervisors direct Staff from the Office of Land Development Services to concurrently process the site plan associated with PCA/FDPA 2000-HM-044-04 and CDPA 2000-HM-044-03 under the County’s concurrent processing regulations. 

This motion should not be construed as a favorable recommendation by the Board on the proposed applications and does not relieve the Applicant from compliance with the provisions of applicable ordinances, regulations, or adopted standards in any way.
