Background: The Board of Supervisors, together with Inova Health Services, Inc., continues to pursue the redevelopment of the approximately 47-acre Reston Town Center North site. Currently, the site is comprised of a number of irregularly shaped parcels owned by the Board or by Inova. Specifically, from the project’s inception, the Board has owned Tax Map Number 17-1 ((1)) parcels 3F, 12, 13, 14B, 14C, 14D, and Tax Map Number 17-1 ((17)) parcel 5A, while Inova has owned Tax Map Number 17-1 ((1)) parcels 14A, 14E, and 14F.
The Comprehensive Plan envisions that the Reston Town Center North area will be redeveloped into a mixed-use development site with walkable blocks and safe streets. To that end, the Board has approved and executed an amended and restated interim agreement with Inova, which committed the Board to jointly seek, with Inova, an initial, “Phase 1” zoning action to consolidate the entire Reston Town Center North site area under a unified development plan to create the grid of streets and developable blocks, as reflected in the Comprehensive Plan. If the initial Phase 1 zoning actions are approved, the Board and Inova, or their respective successors, as applicable, would subsequently seek additional land use approvals for the detailed site design and mix of uses on a block-by-block basis.
On May 17, 2017, the Board previously authorized and concurred in the filing of all necessary zoning applications to implement the Reston Town Center North redevelopment and further authorized various staff to take certain related actions in support of those applications.
Last year, the Board acquired an additional parcel – Tax Map Number 17-1 ((17)), parcel 4 – comprising approximately 0.84 acre located between the current library and New Dominion Parkway. The Comprehensive Plan reflects that this parcel is planned to be developed with a road extending Library Street into Reston Town Center North, and implementation of this road will likely require approval of a conceptual plan and possibly a PRC plan. On November 19, 2019, the Board authorized the Director of the Department of Public Works and Environmental Services and his designee to act as the Board’s agent in applying for and seeking zoning approval of projects on Board-owned property. Under the Amended and Restated Interim Real Estate Exchange Agreement between Inova and the Board of Supervisors, Inova Health Care Services (“Inova”) is charged with submitting and pursuing approval of land use applications.
Because the development of parcel 4 will need to be coordinated with the Reston Town Center North redevelopment, Inova should be authorized to pursue any necessary applications for implementation of Comprehensive Plan recommendations.
Motion: Therefore, Mr. Chairman, I move that the Board of Supervisors:
- Authorize Inova to apply for and seek approval of any zoning applications necessary to develop the property identified as Tax Map Number 17-1 ((17)), parcel 4; and
- Authorize the County Executive to take any actions reasonably necessary in connection with the development of this parcel and its coordination with the Reston Town Center North redevelopment.
This motion should not be construed as a favorable recommendation on the applications by the Board and does not relieve the applicant from compliance with the provisions of any applicable ordinances, regulations or adopted standards. This action in no way prejudices the substantive review of the applications.
