Plan Amendment Authorization—Northern Virginia

Training Center Site and State Police Site

The former Northern Virginia Training Center site, located at 9911 Braddock Road, is currently planned for Public Facilities, Government, and Institutional uses according to the Comprehensive Plan, which is a designation that reflects the former use of the property. The approximately 82-acre property is owned by the Commonwealth of Virginia and is in the process of being sold to Erickson Living, which proposes to build a large continuing care community there. However, this land has never gone through a Comprehensive Plan Review process because planning efforts just noted the current use as a state institution. I believe this is the time to engage the community in a planning process to identify future land uses for the site. I further propose to include the adjacent approximately 9-acre property currently used by the state police in this review. That property also has never been planned, and some planning effort now could help inform any future changes in ownership of that parcel.

Therefore, Madam Chairman, I move that the Board authorize staff to consider a Plan amendment for Tax Map Parcels 69-1 ((1)) 34 and 69-1 ((1)) 34A. The Plan Amendment process should be an open one, considering all potential uses, not just the prospective owners’. The impacts of such uses, including on transportation and other infrastructure, should be included in the review.
