Budget Management Division

The Budget Management team oversees the County’s annual budget process, including financial forecasting, coordinating budget development, reviewing agency requests, preparing the Advertised and Adopted Budget Plans, and supporting the Board of Supervisors' deliberations. The team provides financial and management consulting services to County agencies, ensuring that goals are being achieved and achieved efficiently, and is also responsible for implementing central expenditure controls and tracking revenues to ensure the County can meet its commitments.

Additionally, the Budget Management Team manages bond sales to fund the County's capital programs, including school construction, and coordinates special financing for timely, cost-effective delivery of critical facilities. It also leads the development of the County’s Capital Improvement Program (CIP), conducts fiscal impact analyses for proposed legislation, manages federal legislative requests, and oversees the County’s performance measurement program.

Fairfax County’s budget is the backbone of the community, funding essential services like schools, public safety, parks, libraries, and more for all residents. By law, Virginia requires Fairfax County to create and maintain a balanced budget every year.

The Capital Improvement Program (CIP) is Fairfax County's five-year plan that guides how we plan, fund, and care for important infrastructure projects. Think of it as a roadmap for addressing current needs and preparing for the future. It lays out what projects are coming, how they’ll be paid for, and when they’ll happen.

Understanding the Advertised Budget

Each year, the county publishes a “Budget at a Glance” for the Advertised Budget, summarizing revenues (e.g., real estate taxes), spending priorities (schools, safety, health, infrastructure), tax rates, key initiatives, and long-term investments to better help the community understand what is being proposed prior to adoption, as well as the final plan. The document, available in seven languages, provides residents with an easy-to-read budget overview.

The Fairfax County Budget Plan is extensive and can be challenging to navigate. To make it easier, the team includes a "How to Read" guide each year in the Overview, Volume 1, and Volume 2 sections of both the Advertised and Adopted budget documents. These guides are a great starting point, providing explanations of what each section covers, examples of charts with instructions on how to interpret them, cost center details, and more.

  • Take the Online Survey
    • An online community survey will be posted in the Winter months at https://engage.fairfaxcounty.gov. Once published, an email address and phone number will also be tied to the survey to provide input in an alternative way method.
  • Testify at a Budget Public Hearing
    • To testify at a budget public hearing in person, by video or by phone, sign up at http://www.fairfaxcounty.gov/bosclerk/speakers-form. You may also call the Clerk to the Board’s Office at 703-324-3151 (TTY 711) or email clerktothebos@fairfaxcounty.gov for more information.
  • Attend a Budget Town Hall
    • You can also attend a Budget Town Hall in your district. Times and details are available at www.fairfaxcounty.gov/budget when the become available.
