Fairfax County Names New Partners for Homelessness Services

FACETS and Shelter House Assume Programs Formerly Provided by New Hope Housing

Fairfax County Re-Ups and Awards New Contracts for Other Homelessness Services

The Fairfax County Department of Housing and Community Development’s Office to Prevent and End Homelessness (HCD OPEH) announced contract agreements with new partners to provide homelessness services.

Operations of the Eleanor Kennedy Shelter (Alexandria) and Mondloch House and Place (emergency shelter and permanent supportive housing, Alexandria) have been awarded to Shelter House. Operations of the Bailey’s Shelter and Supportive Housing (Falls Church) has been awarded to FACETS. These three sites were formerly operated by New Hope Housing, who Fairfax County terminated its contract with in September. At that time, HCD OPEH assumed management and hired, through its temporary staffing partner Acro Service Corporation, former New Hope Housing staff to continue in their positions. These employees will have the opportunity to interview with the new partner agencies. HCD OPEH and partners will be rolling out the procedures to do so in the coming days.

HCD OPEH also named nonprofit partners for other services provided by the agency. All contract specifics can be found on Fairfax County’s contract register. A map of Fairfax County Human Services Regions can be found online, as well.

In addition to operations of the Bailey’s Shelter and Supportive Housing facility, FACETS will operate the Homeless Healthcare Program, the Hypothermia Prevention Program, the Medical Respite Program, Operation Stream Shield, and Street Outreach in Region 2. FACETS will also continue to operate the following programs:

  • The Homelessness Prevention and Rapid Rehousing assistance program and the Next Steps Family Program in Region 1.
  • The Home Connections permanent supportive housing program, Homeless Healthcare program, Street Outreach (adult-only households), and Hypothermia Prevention Program in Region 4.

Shelter House will continue as the operations lead at the Fair Ridge Shelter, Katherine Hanley Family Shelter, and Kate’s Place in addition to its new responsibilities managing the Eleanor Kennedy Shelter, as well as Mondloch House and Place. Shelter House will also manage the “Diversion First” and “Housing First” permanent supportive housing programs, as well as shelter units for Adult Protective Services. Additionally, Shelter House will lead operations for:

  • The Homelessness Prevention and Rapid Rehousing assistance in Human Services Regions 2 and 4.
  • The Street Outreach in Region 1.

Cornerstones was awarded management of the Embry Rucker Shelter; as well as operations of the Homelessness Prevention and Rapid Rehousing assistance in Human Services Region 3, as well as the Hypothermia Prevention Program, the Homeless Healthcare Program, the Medical Respite Program, Operation Stream Shield, and Street Outreach.

The Lamb Center will manage the Operation Stream Shield program in Human Services Region 4.

All contracts became effective Nov. 15, 2025.
