Comprehensive Plan Amendment for the Crescent Property to Allow More Non-Residential Uses Including Public Facilities

Background:  Mr. Chairman, as the Board is aware, in July of 2025, the Board of Supervisors transferred the 16.5-acre Crescent Apartments property in Reston to the Redevelopment and Housing Authority (FCRHA), enabling the good folks in Housing and Community Development to move forward with much-needed redevelopment plans of this aging apartment complex that provides 181 units of affordable housing. This activity comes in the wake of the Lake Anne Economic Visioning Study conducted by the Department of Planning and Development, which involved extensive community discussion and achieved a community consensus on the overall direction and scale of Lake Anne revitalization. These discussions and the ultimate Economic Visioning report to the Board called for redevelopment of the Crescent property consistent with the Comprehensive Plan recommendations and acknowledged the need for more space for the Reston Community Center to meet local service needs and reduce ongoing waiting lists for popular classes.

As FCRHA begins the process of finding a development partner and begins to look at necessary rezoning requirements, there is a key element of existing Comprehensive Plan guidance that needs to be reviewed and likely updated. Under current Comprehensive Plan guidance, the consolidation of Land Unit D (primarily developed with the Crescent Apartments) and Land Unit A (primarily developed with surface parking serving Lake Anne Plaza) grants a significant intensity bonus on both land units, which would more than accommodate location of a new community center on the Crescent property. The base redevelopment option for Land Unit D without consolidation would allow up to 750 dwelling units and only 2,000 square feet of non-residential development. Increasing non-residential space to a maximum of 30,000 square feet including a public facility such as a community center would allow for redevelopment of the Crescent with a community center to be considered.

Motion: Therefore Mr. Chairman, I move the Board direct staff to review amending the Fairfax County Comprehensive Plan, 2017 Edition, Area III, Reston, as amended through September 10, 2024, Village Centers, Land Unit Recommendations to allow for the inclusion of up to 30,000 square feet of non-residential uses including public facility uses in the base plan guidance. I would so move.
