Background:

Comstock Reston Station Holdings, LC together with its affiliates (“Comstock”) is the long-term ground lessee of the Fairfax County-owned parcels located in the heart of the Wiehle Station Transit Oriented Development (“TOD”) District, immediately north of the Wiehle Reston-East Metrorail Station (the “Wiehle Metro Station”) in Reston, Virginia (the Block 1 Parcel and the Block 2 Parcel collectively, the “Reston Station Property”).  This property is an approximately 9.91-acre transit-oriented, mixed-use development known as “Reston Station.” CRS-RR Holdings, LLC, a Comstock affiliate, is the owner and developer of the Reston Station-extension known as “Reston Row.”  The original rezoning for Reston Station was approved in 2010 with two development Blocks, 1 and 2. Reston Row was originally approved in 2018 with four buildings, A- D.  Buildings A and B are office buildings, to be anchored by a Puttshack entertainment destination and a VIDA fitness, respectively.  Building C includes 93 residential condominiums over a JW Marriott hotel and Building D is a multi-family residential building to be anchored by a premier restaurateur – Ebbitt House.  On the west side (Buildings A and D), the garage is planned to be substantially complete by May 2024 with Buildings A and D planned for delivery in December, 2024 and November, 2026 respectively.  

Comstock is now proposing amendments to the zoning for Reston Station and Reston Row in order shift the already-approved but unbuilt residential density from an orphan block in Reston Station to a Metro-proximate and resident-friendly location at Reston Row.  As a result, although there are two sets of plans, there is one project – the Reston Station Neighborhood.

Motion:
I move that the Clerk to the Board of Supervisors schedule the Reston Station PCA 2009-HM-019-03 and the Reston Row CDPA/PCA 2016-HM-035-02 on July 25, 2023. I further move the Board of Supervisors direct staff from Land Development Services to work closely with the Applicant to expeditiously process its site plan under the County’s concurrent processing regulations.
