Motion for Expedited and Concurrent Processing RZ 2025-HM-00018 & FDP 2025-HM-00018 Old Reston Associates LLC

Board Matter May 4, 2026

Background: Mr. Chairman, Old Reston Associates LLC (the “Applicant”) is currently processing applications identified as RZ 2025-HM-00018 and FDP 2025-HM-00018. The Applicant proposes to redevelop 1850 Old Reston Avenue with a residential community that preserves and pays homage to the circa-1899 A. Smith Bowman House.

The proposed community includes up to 57 townhomes and preserves the Bowman House as either a single-family detached dwelling, an office, or a clubhouse. The proposed development would deliver quality open space areas, seven Affordable Dwelling Units, and retain the gazebo, pond, and portions of the existing wall along Old Reston Avenue.

To facilitate timely redevelopment of the site, the Applicant requests the scheduling of a Board of Supervisors public hearing and concurrent processing.

Motion: At the Applicant’s request, I move that the Board direct staff to schedule a public hearing before the Board of Supervisors on a date certain of July 14, 2026. 

I further move that the Board direct the Department of Planning and Development to coordinate with the Director of Land Development Services to allow for concurrent processing of any site, building, and/or other plans associated with RZ 2025-HM-00018 and FDP 2025-HM-00018. 

This motion should not be construed as a favorable recommendation by the Board and does not relieve the Applicant of compliance with all applicable ordinances, regulations, or adopted standards.
