USD rolling your way in 2030

FAIRFAX COUNTY, Va - Fairfax County is considering a new waste collection system through Unified Sanitation Districts (USD). Under USD, the county would manage waste hauling contracts directly with collectors, making the process easier for residents in single-family homes. All residential waste collection would be conducted by private collectors.

While this trash and recycling system service model is common both regionally and nationally, it is new to Fairfax County. To help residents learn more about this proposed change, the county launched a new webpage with more details and answers to frequently asked questions. Virginia law requires a five-year displacement period before USD implementation. The five-year period would allow the county to engage with residents and collectors, develop specific plans, shift existing staff and hire new positions to support the expanded services of USD, and put the infrastructure in place to provide a seamless transition to this new collection system.

Since USD will not roll out until 2030, why is the county starting outreach now? The Board of Supervisors will vote on moving forward with the five-year displacement period following a public hearing in June 2025. More information on the public hearing will be provided on this webpage later this year. The focus of the hearing is on the inadequacies of our current waste management system, not the future replacement system which is not yet fully designed. During the required five-year period, the Department of Public Works and Environmental Services will develop detailed plans for service implementation and provide multiple opportunities for public review and input.

To inform residents about USD and the proposed displacement period the county will:

  • Continue to update the USD webpage, including the FAQ section.
  • Share social media posts and ads on the proposed trash and recycling change.
  • Publicize the new webpage on posters and flyers at county facilities.
  • Provide a mailer to residents prior to the Board public hearing.
