County Response 10/22/18:  Fairfax County conducted the Countywide Dialogue on Transportation, between October 25 and November 22, 2013, to obtain public input on potential projects within Fairfax County. Advertisements for this process were issued on October 18, 2013 to local media, elected officials, board member’s email subscribers, and HOAs. County representatives also hosted several public meetings throughout the area to answer questions on the process. The County addressed media requests for information from outlets including WTOP, NBC News, the Washington Post, Patch, Connection Newspapers and the Washington Business Journal.

The Sleepy Hollow Road Walkway Project received 47 affirmative responses as a result of the survey. Results from the survey were only one part of the study process to determine funding priorities for future projects. Additional factors under consideration for Bike and Pedestrian projects were the potential project’s impact on neighborhood connectivity, connections to transit, park connectivity, school walking routes, completing missing links in an existing sidewalk network, and historic, long standing, community requests for the facility. The survey that was conducted during the Countywide Dialogue on Transportation did not provide the project plans to the public. A full project scope and plan was not yet developed.

County Response 10/22/18: The Fairfax County Department of Transportation completed an assessment of all projects considered during the Countywide Dialogue on Transportation and recommended the top projects considering all selection factors. 115 Bicycle and Pedestrian Projects were funded with this process. A board item dated January 28, 2014, provided the action to fund the County’s Transportation Priorities for FY 2015 to FY 2020.

County Response 10/22/18: The Sleepy Hollow Road Walkway Project is not related to the 7 Corners master plan.

County Response 10/22/18: The intent of the project is to install a safe pedestrian facility adjacent to Sleepy Hollow Road that connects the communities between Columbia Pike and Leesburg Pike. It is intended to address the lack of a separated pedestrian facility from the roadway and also to upgrade crossing points. The project will fill in the missing links in the existing sidewalk network, provide people access to transit along Route 7 and Route 29, as well as provide access to schools, parks, and recreation centers. Safety studies, such as sight distance analysis at crossing points, will be performed to verify that the proposed design will be in accordance with current VDOT standards. This project is not intended to address an existing accident issue.
