
Women’s History Month, observed every March, is a celebration of women’s contributions to history, culture and society. It has been observed annually since 1987.
At the Fairfax-Falls Church Community Services Board (CSB), women make up 77% of the agency's top leadership. The CSB benefits from these changemakers who provide cutting-edge treatments and integrate innovative technologies into the agency’s operations—all for the benefit of our community.
The 2025 Women’s History Month theme, “Moving Forward Together! Women Educating & Inspiring Generations,” celebrates the collective strength and influence of women who have dedicated their lives to education, mentorship and leadership, shaping the minds and futures of all generations.
In honor and recognition of Women’s History Month, the CSB shares profiles of some of its amazing women leaders who are dedicated to ensuring everyone in our community has the support needed to live a healthy, fulfilling life.
Shweta Adyanthaya
Shweta Adyanthaya is a dynamic leader with over 25 years of experience in health and human services, strategic planning, communications, clinical operations, and program management. An award-winning writer and public speaker, she is deeply passionate about topics such as trauma-informed care, mental health, and advocating for vulnerable populations. Currently, Shweta serves as the Senior Strategy Director at the Fairfax-Falls Church Community Services Board (CSB), where she provides executive leadership and oversight for the CSB's key strategic priorities and initiatives. Her work encompasses a wide range of critical areas, including Communications, Equity, Project Management, Legislative Affairs, and the Ombuds Program, among others.
Elif Ekingen
Elif Ekingen is the Chief Financial Officer for the Fairfax-Falls Church Community Services Board (CSB), where she leads a team of 42 individuals who support the work of the agency. During her ten years working for Fairfax County, she has been dedicated to ensuring equitable financial decisions are made so that everyone in our community has the support needed to live a healthy, fulfilling life. Elif has contributed to multiple projects promoting equity, diversion and inclusion at the county, including the Equity Ambassadors Program and the county-wide strategic planning process, where she served as a core member of the Health and the Environment Team.
Monica Foote
Monica Foote, Director of Behavioral Health Operations for the Fairfax-Falls Church Community Services Board, has served Fairfax County for 32 years. Her work has significantly enhanced the Community Services Board's efficiency in areas such as fiscal management, electronic health records, billing and facilities. Monica’s leadership has been instrumental in fostering cross-agency collaborations within Human Services, driving initiatives that improve service delivery and community support. Her experience and understanding of the county's needs continue to guide efforts in addressing operational challenges and advancing the mission to support vulnerable populations.
Anika Harris
Anika Harris oversees the CSB’s belonging-focused projects and programs. She exemplifies the agency’s mission to help everyone in our community to live a healthy and fulfilling life, while building a culture of connection where care, respect and resilience develop the possibilities of our workforce and those we serve. Anika is the first to hold her role in the CSB and she demonstrates her passion for successful outcomes for all by operationalizing excellence in the way we deliver our programs and offer our services.
Stacey Lawson
Stacey Lawson is the Division Director of Residential Treatment and Detox Services at the CSB where she oversees the clinical and operational aspects of five residential treatment programs. Her work includes ensuring high-quality care for individuals recovering from substance use and co-occurring disorders. Through her work, she helps transform lives, strengthen families and enhance public health, building a healthier community.
Abbey May
Abbey May, LPC, CSAC is a Licensed Professional Counselor and Certified Substance Abuse Counselor with over 25 years’ experience in behavioral health. She is currently the deputy director of clinical operations for the CSB, and oversees CSB Engagement, Assessment, & Referral Services; Emergency and Crisis Services; the Wellness, Health Promotion and Prevention program; Diversion and Jail-Based Services; Residential Treatment and Detox Services; Recovery Services; Youth and Family Outpatient Services; Juvenile Forensics; Youth and Family Intensive Services; and Healthy Minds Fairfax. She is passionate and dedicated to providing equitable access to behavioral health and substance use services in the community.
Dr. Debra O’Beirne
Dr. Debra O’Beirne is the Medical Director for the Fairfax-Falls Church Community Servies Board (CSB). Dr. O’Beirne’s team aims to provide high-quality medical and pharmacy care. The team delivers state of-the-art treatment using evidence-based practices in medication management, monitoring, and case coordination. Services offered include psychiatric services, medical services, nursing services, addiction medicine, pharmacy services, and near-primary care, as well as public health and infectious disease services.
Shwetal Parikh
Shwetal Parikh is an IT Program Manager at CSB and manages the EHR system for the organization. Her role encompasses overseeing system implementation, change management, IT access control, and security for CSB. Building relationships, fostering diversity, and solving IT challenges are central to this work. Currently, Shwetal is focused on learning how to utilize AI in a responsible, fair, equitable, and secure manner to address IT issues. Shwetal has worked for Fairfax County for 12 years.
Jean Post
Jean Post is the CSB Deputy Director of Administrative Operations. Jean oversees the business operations of Virginia’s largest CSB with a $200 million+ budget and a workforce of approximately 1,500 individuals. She oversees best practices in behavioral health and developmental disability services, addressing regulatory compliance, optimizing revenue generation, and enhancing continuous quality improvement across 17 sites and service areas. With a commitment to strategic leadership and community impact, Jean fosters cross-agency collaboration to drive service excellence and address social determinants of health.
Jeniffer Rodriguez
Jeniffer Rodriguez is a bilingual behavioral health specialist with the Addiction Medicine Clinic (AMC) and has worked for the CSB for 17 years. She was integral in launching the OBAT program in 2018. She has had a positive impact on the lives of hundreds of individuals served by AMC and been a strong collaborator with her many colleagues. In the past years Jeniffer has been particularly influential in working with Spanish-speaking clients, including navigating the intake process, providing a critical link after release from the Adult Detention Center’s MOUD program, and supporting the launch of the Youth MAT program.
Sierra Simmons
Sierra Simmons is the Division Director of Developmental Disability Support Coordination for the CSB. Under her leadership, a team of 154 dedicated professionals serves over 5,000 individuals with developmental and intellectual disabilities, providing lifelong support and essential services that significantly enhance their quality of life. Sierra's impact is evident in the numerous success stories of individuals who have gained greater independence and community involvement through the comprehensive support her team provides.
Ellen Volo
Ellen Volo currently is Fairfax County’s Opioid Response Manager, leading the County’s cross-system, robust response to the opioid epidemic, which has profoundly impacted the Fairfax community. The Fairfax County FY 23- FY 25 Opioid Response Plan includes about 40 opioid-related programs/activities focused on reducing opioid-related overdoses and deaths in the Fairfax community. Dr. Barbara Wadley-Young
Dr. Barbara Wadley-Young, MSW, serves as the Deputy Director of Clinical Services at the Fairfax-Falls Church Community Services Board, where she oversees a wide range of contracted and directly operated programs and services for individuals with mental health issues, substance use disorders, and developmental disabilities. Over 18 years of direct service to the county, and more than 10 years as a COO in the private nonprofit sector, she has played a vital role in advancing public-private partnerships that resourcefully and innovatively bridge gaps in essential services to vulnerable populations. Alongside other county and community leaders, Dr. Wadley-Young's leadership in areas of strategic planning, cross-agency community initiatives, and agency/program redesign have profoundly impacted behavioral health and developmental service administration, ultimately affording community members increased access to services modeling industry best practices.
