THRIVE: Empowering Businesses, Bolstering Recovery

The THRIVE Small Business Technical Assistance Program began in 2023 and closed in 2025. It assisted firms to build capacity to meet individual business goals and respond to economic and consumer shifts.  The program is part of the Department of Economic Initiatives continuum of pandemic response and recovery programs.  

The $3.5M THRIVE program offers crucial business coaching and consulting services to help businesses adapt to new realities, improve operations, and build resilience. Funded by the American Rescue Plan Act and administered by the Latino Economic Development Center (LEDC), THRIVE is connecting small businesses to more than 50 industry experts to deliver high-quality services tailored to their business needs.

This collaboration has yielded impressive results. THRIVE participants receive upfront coaching to optimize support. Each business receives up to $20,000 in non-cash support, enabling them to address specific challenges with targeted consulting. Beneficiaries have received over 14,000 hours of assistance in areas like marketing, finance, and operations.  In total, 181 businesses participated with 586 work plans with consultants. A post-engagement survey will evaluate THRIVE's impact and shape future initiatives.
