Board Matter April 14, 2026

Background: On April 11, 2023, the Board of Supervisors authorized a Plan Amendment for the Reston TSA Study Areas (SSPA 2023-III-6UP) which was subsequently moved to a Tier 1 priority as nine Plan amendments on the 2023 Comprehensive Plan Amendment Work Program. On June 10, 2025, the Board added five additional Plan amendments as part of the 2025 Comprehensive Plan Amendment Work Program. 

Five of those Plan amendments encompass 11 parcels within the Reston East Sub-District South of the DAAR - Non-TOD of the Reston Comprehensive Plan. This subdistrict is characterized by office buildings and surface parking. A logical planning area, that adds twenty-four additional parcels, would expand consideration to adjacent and similarly situated parcels within the subdistrict. This study area is planned for office, zoned for light industrial use, and raises similar planning considerations for future residential potential. Therefore, the bounds of the study area should be expanded to include all parcels within the subdistrict inclusive of parcels not within previously authorized nominations. Motion: Therefore, Mr. Chairman, I move that the Board of Supervisors direct staff to amend the study area for Site Specific Plan Amendment 2023-III-6UP to include all parcels within the Reston East Sub-District South of the DAAR - Non-TOD. Thank you, Mr. Chairman.

This action in no way prejudices the substantive review of the applications.
