Fairfax County Supervisor Walter Alcorn will host a community town hall next week on the Reston Town Center North rezoning proposal before it advances to the Planning Commission in July. The meeting will take place on Tuesday, June 16, 2026, at 6:30 p.m. at the North County Governmental Center.
Inova and Fairfax County staff will provide an overview and answer questions about this joint proposal for the 47-acre site bounded by Baron Cameron Drive, Fountain Drive, Town Center Parkway, and New Dominion Parkway.
The redevelopment plan includes a new library, homeless shelter, central green, housing and future recreation center, athletic field and public school. This initial rezoning proposal aims to establish a layout for nine new blocks including a central green, street grid, and streetscapes throughout the future development. However, future rezoning applications will be required for the building-specific uses.
“This meeting is your chance to learn more, get updates on this project since my town hall last year and understand what comes next,” said Supervisor Alcorn. “Notably, this project plans to deliver the much-anticipated new Reston Regional Library and Embry Rucker Shelter by 2029.”
Redevelopment Highlights
- A "Central Green": The heart of the redevelopment features a 3.5-acre central public park. Designed with feedback from over 380 community survey responses, it will feature an event plaza for concerts, large lawns, shaded walkways, restroom facilities and a location for a bikeshare station when fully developed. The green will be constructed in phases, but initially, it will be built out with a lawn space, seating, and lighting to be completed before the redevelopment’s first building is occupied. Overall, Reston Town Center North will provide 10-acres of open space consistent with the Comprehensive Plan’s guidance.
- Public Facilities: Five blocks are designated for public facilities with their locations previously determined by a community task force that Supervisor Alcorn established in 2023. Plans include a new Reston Regional Library and a new Embry Rucker Shelter, the relocated North County Human Services building, and a future elementary school, recreation center and athletic field.
- Residential & Mixed-Use Blocks: Inova plans to construct up to 1,000 residential units concentrated across three blocks along Fountain Drive. The plan allows for a mix of multi-family units, townhomes, and up to 150,000 square feet of optional medical, retail, or office space.

Land Swap Planned
If ultimately approved, the rezoning also sets the stage for a subsequent land swap between Fairfax County and Inova under a separate real estate agreement. Because the county and hospital system currently own a patchwork of properties across the overall site, the land exchange will allow for a more coordinated redevelopment plan for both parties.
Fairfax County currently owns a little more than half of land on the overall site with Inova holding the rest. The county’s land includes the properties where the current library and homeless shelter are located. Inova’s parcels include the North County Human Services Building, Sunrise Assisted Living facility and its emergency room.

What Comes Next:
Following this community meeting, the Fairfax County Planning Commission is scheduled to hold a public hearing on the rezoning application on July 22, 2026. The Board of Supervisors plans to hold its public hearing on September 15, 2026.
