Vehicle Registration Compliance Program Using License Plate Reader Technology

Fairfax County’s Department of Tax Administration (DTA) will be launching a modernized vehicle registration compliance program early 2026. It will be utilizing License Plate Reader (LPR) technology to accomplish its goals and comply with county and state legal requirements.

The Fairfax County’s Department of Tax Administration (DTA) purchased a license plate reader (LPR) system to aid its Tax Administration Revenue Generating Enforcement Team (TARGET) in ensuring that all vehicles regularly garaged in the county follow the registration, licensure, and personal property taxation provisions of Virginia law and the Fairfax County Code. The LPR will capture images of license plates and vehicles to support tax compliance efforts. The equipment is installed onto county vehicles which will be operated by TARGET. This system replaces one in which enforcement staff gathered the same information manually, using the county iPad as a tool, paper lists, and logs of vehicles. DTA will employ these automated LPRs to ensure compliance of Fairfax County personal property tax.

The implementation of LPR technology is designed to significantly enhance the efficiency and effectiveness of the TARGET program by capturing a larger volume of license plate data in a more streamlined and accurate manner.
 

The LPR system will be used in a manner dedicated first and foremost to protection of personal privacy and the confidentiality of information.  DTA staff will collect only the necessary data to carry out its duty under Virginia law, which is to identify and assess all taxable property in the county and no more.

Fairfax County Government will not sell, rent, or lease, or otherwise disclose personally identifiable information. Information may be shared with entities who are contractually acting on behalf of the county.  Such entities are governed by this privacy policy with respect to the use of these data and are bound by the appropriate confidentiality agreements. Data collected on the Contractor-maintained LPR server is deleted every forty-eight hours.
 

Once collected, LPR Data will be stored and accessed securely as part of a system designed to prevent unauthorized access. LPR Data and the tax records we maintain are kept confidential. LPR data will not be voluntarily shared with anyone else and will only be used for tax compliance purposes.
 

No, this is not a police program. DTA owned License plate cameras are operated by DTA to enforce the personal property tax (PPT) filing requirement in Fairfax County. The information collected will not be shared with any county, state, or any other outside entities, unless required pursuant to a valid court order or compulsory legal process. Only in some cases will the information be shared with entities contracted to perform work on behalf of the county. These entities are required to strictly adhere to the county's privacy policy and are bound by confidentiality agreements to protect the integrity of the data.

The cameras are used to identify vehicles with license plates that are not currently properly registered with the county. Vehicles identified as properly registered with the county will be excluded from review and will be deleted from the system.
