Retirement System Review

The Board of Supervisors engaged in a thorough review of the retirement benefits provided to merit employees.  Based on this review, adjustments were made to the benefits offered to new County employees hired on or after July 1, 2019.  Materials presented to the Board as part of this review and other relevant documents are provided at the links below.

Changes adopted for new employees hired on or after July 1, 2019

On December 4, 2018, the Board of Supervisors amended the benefits offered to new employees hired on or after July 1, 2019.  These changes include eliminating the pre-Social Security supplement in the Employees and Uniformed systems and eliminating a provision in all three systems that increased the initial calculation of retirement annuities by three percent.

During FY 2016, the County undertook a comprehensive review of its nearly 400 Lines of Business (LOBs) as part of a multi-year planning initiative.  The May 10, 2016, presentation on employee compensation (pay and benefits) included an overview of the County's retirement systems.

2012 Retirement Study

A study of Fairfax County's retirement plans was presented at the Personnel and Reorganization Committee of the Board of Supervisors in January 2012. The study was requested by the Board and conducted by AON-Hewitt Consulting. The goals of the study were to:

  • Determine the advantages and disadvantages of the County's current defined benefit plans in contrast to the defined contribution plans.
  • Examine the County's approach to total retirement benefits, including retiree medical benefits.
  • Benchmark the County's defined benefit program against competitors in the labor market, including several local jurisdictions, the Fairfax County Public Schools system, the state government (Virginia Retirement System) and the federal government.
