Looking Back on 10 Years of Diversion First

Over the last decade, a continuum of county programs have been established or enhanced under Diversion First — all designed to reduce repeat justice system encounters, enhance public safety, support community well‑being and help people in crisis recover and rebuild their lives.

In celebration of 10 years of Diversion First, county leaders, community members and front-line staff recently gathered to reflect on successes and look ahead to the future.

During a panel discussion, Abbey May, deputy director at the Fairfax-Falls Church Community Services Board, highlighted how a common mission, mutual understanding and collaboration have been key.

“It’s been really transformational, what Diversion First has done for how we respond to individuals in crisis. The partnerships we have built have been phenomenal, along with the shift in the culture, mindset and approach to helping individuals,” May said.

The Diversion First initiative offers alternatives to arrest and incarceration for people with mental illness, substance use challenges and/or developmental disabilities who come into contact with the justice system for low-level offenses. Fairfax County Diversion First partners include the CSB, Fairfax County Police Department, Fire and Rescue Department, Department of Public Safety Communications, General District Court, Circuit Court, Juvenile and Domestic Relations District Court, Office of the County Attorney, Public Defenders Office, Office of the Commonwealth’s Attorney, Department of Housing and Community Development, Department of Information Technology and the Office of Public Affairs.
