The Fairfax County Department of Housing and Community Development has announced the availability of an estimated $357,000 in funding under the federal HOME Investment Partnerships (HOME) program. Project proposals are being solicited to acquire, develop, and rehabilitate affordable rental housing to further advance the Fairfax County’s Board of Supervisor’s goal of producing a minimum of 10,000 new units of affordable housing by 2034. Applications are due by 4 p.m. on Friday, September 22, 2023.
The HOME funding available under this request for proposals is reserved for eligible Community Housing Development Organizations. Funding awarded to successful applicants must be used within 24 months of approval of funding awards by the Fairfax County Redevelopment and Housing Authority (i.e., project completion and fully occupied by beneficiaries).
Project Eligibility
Eligible Projects include acquisition and rehabilitation for scattered-site rental (condominium, townhouse, single-family) and multifamily rental projects (30 units or less). Projects should align with:
- The Fairfax County Consolidated Plan
- The Communitywide Housing Strategic Plan
- The Housing and Neighborhood Livability priority area outlined in the Fairfax County 20-Year Strategic Plan
- The county's One Fairfax Equity Policy
- The recommendations issued by the Chairman’s Task Force on Equity and Opportunity
Additional points will be given to projects that include acquisition, development, and rehabilitation of affordable housing and serve households meeting one or more of the following special needs criteria:
- The following populations earning at or below 60% of Area Median Income (AMI):
- Elderly persons ages 62 and up
- Youth transitioning out of foster care
- homeless (or at risk of homelessness)
- Persons with disabilities (physical, mental, or sensory)
- Veterans
- Large households (households with five or more members)
- Survivors of domestic violence earning at or below 80% of AMI
