Consolidated Plan

The Five-Year Consolidated Plan and each One-Year Action Plan work together to identify the county’s housing and community development goals, and to provide specific actions to address critical areas of need using federal funds. These plans are developed with input from county leaders, service providers, advocates, community partners, and residents through an extensive engagement effort carried out each year.

Funding for the activities identified is awarded annually by the U.S. Department of Housing and Urban Development through three main programs:

  • Community Development Block Grant (CDBG)
  • HOME Investment Partnerships Program (HOME)
  • Emergency Solutions Grant (ESG)

Fairfax County receives an estimated $8.6 million annually in federal funding to support activities which focus on meeting critical community housing and human services, and community development needs. That number can vary from year to year. Programs and services have a specific emphasis on providing assistance to older adults; individuals with disabilities; individuals and families experiencing homelessness; and households with extremely low incomes.
