Housing Re-Up Initiative: Affordable Housing Renewal and Acquisition Nearly $1,806,477 in Community Development Block Grant (CDBG) and in HOME Investment Partnerships Program (HOME) Funds

The Fairfax County Department of Housing and Community Development is announcing the availability of an estimated $1.8 million in funding for Fiscal Year (FY) 2027 through the Housing Re-Up Initiative. This total includes funding from the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and HOME Community Housing Development Organization (HOME CHDO) programs. This Affordable Housing Renewal and Acquisition initiative solicits project proposals to acquire, develop, and rehabilitate affordable rental housing throughout Fairfax County. Applications are due by 4:30 p.m. EST on Monday, September 21, 2026.

Funding supports both the acquisition of properties and the rehabilitation of existing affordable housing, supporting Fairfax County’s commitment to creating new affordable units, keeping homes safe and affordable, modernizing infrastructure and systems, improving climate resiliency and energy efficiency, reducing operating costs, and enhancing quality of life. 

Projects should align with the Housing and Neighborhood Livability priority area outlined in the Fairfax County 20-Year Strategic Plan. Eligible projects include acquisition, development, and/or rehabilitation of either (i) scattered-site rental units (condominium, townhouse, group home, or single family), or (ii) multi-family rental projects of 30 units or less.

Additional points will be awarded to projects that provide residential units meeting one or more of the following criteria: 1) preserve permanent affordable rental housing, 2) serve special needs populations, or 3) can be completed by the end of the current fiscal year (June 30).
 

Project Eligibility

Eligible Projects include acquisition and rehabilitation for scattered-site rental (condominium, townhouse, single-family) and multifamily rental projects (30 units or less). Projects should align with:

  • The Fairfax County Consolidated Plan
  • The Communitywide Housing Strategic Plan
  • The Housing and Neighborhood Livability priority area outlined in the Fairfax County 20-Year Strategic Plan

Additional points will be given to projects that include acquisition, development, and rehabilitation of affordable housing and serve households meeting one or more of the following special needs criteria:

  • The following populations earning at or below 60% of Area Median Income (AMI):
    • Persons ages 62 and up
    • Youth transitioning out of foster care
    • Individuals experiencing homelessness (or at risk of homelessness)
    • Persons living with disabilities (physical, mental, or sensory)
    • Veterans
  • Survivors of domestic violence earning at or below 80% of AMI

Additional points will also be given to Permanent Supportive Housing projects, meaning projects in which supportive services are provided to allow households to live independently, particularly those experiencing homelessness or meeting special needs criteria cited above.

Applications must be received by 4:30 p.m. on Friday, September 21, 2026. Applicants may select one of the following options for submitting their application materials:
