Notice of Request for Proposals For New Construction Project-Based Voucher Units

Request for Proposals


The Fairfax County Redevelopment and Housing Authority (FCRHA) is pleased to announce the availability of up to 150 Project-Based Vouchers (PBV) for new construction housing projects serving low income families and individuals.  Project-Based Voucher Housing Assistance Payments (HAP) Contracts are available for an initial period of twenty (20) years with potential extensions up to an additional twenty (20) years. 

The FCRHA will rank each application based upon evaluation criteria and preference points established consistent with the FCRHA’s Strategic Plan and the Housing Blueprint.  The base evaluation criteria include: Project Summary: Maximum Points – 5; Project and Property Description: Maximum Points – 35; Applicant Qualifications and Experience: Maximum Points – 30; Project Feasibility: Maximum Points – 20; and Supportive Services: Maximum Points – 10 for a total base points available of 100.  Preference points are offered, for a maximum of 10 points in each category for the following: Project uses FCRHA Bond Financing; Projects with non-Fairfax County affordable housing funds; Projects where all units are designated for elderly or disabled residents; Projects that will provide more than 100 total units of affordable housing; Projects where new construction housing is considered replacement housing; and Projects that provide more accessible units than required under Fairfax County building code.  Preference points are not required in order to receive an award under this solicitation. PBVs will be awarded to Applicants that submit responsive applications with the highest score(s). 

Applications will be accepted beginning Thursday, November 14, 2019, until 2:00 p.m. on Monday, December 16, 2019, at the Fairfax County Department of Housing and Community Development (3700 Pender Drive, Fairfax, VA 22030).  Applications should be completed, addressed and delivered as outlined in the Request for Proposals.  The complete Request for Proposals and Application instructions are included below. Successful applicants will be notified in writing by January 31, 2020.
