$86 Million Lake Anne House Senior Housing Project Closes, Construction to Begin this Year

The financial closing on the $86 million project known as the New Lake Anne House clears the path for Enterprise Community Development to commence work on the long-awaited senior housing project in Reston later this year. This privately owned and operated development will replace the aging Lake Anne Fellowship House with 240 units of affordable senior living and a 36-unit multi-family townhome community on the site of the current facility. The project has received 122 Project-Based Vouchers and a $3 million Housing Blueprint loan from Fairfax County through the Redevelopment and Housing Authority.

The Lake Anne Fellowship House was developed in the early 1970’s and has provided a quality living experience for very-low income older adults in the Reston area for nearly 50 years. The development of the New Lake Anne House project will replace the aging facility and provide a more marketable modern and accessible opportunity for low-income seniors to age in place.

The New Lake Anne House will continue that tradition with essential upgrades in accessibility features and available programs and services that enable residents to take full advantage of the benefits and opportunities life in Fairfax County affords.”

Working with Grimm+Parker Architects, Charles P. Johnson and Associates, Orr Partners, and Bozzuto Construction, ECD and Fellowship will develop New Lake Anne House’s 56 studio apartments, 178 one-bedroom apartments, and six two-bedroom apartments. The development will include extensive space for a fitness center, arts and crafts room, large social hall, sunroom, game room, and outdoor terrace. All units will also incorporate Universal Design standards, which were not in place when the original building was constructed in 1970s, and supportive features such as an on-site management and resident services offices and wellness clinic for visiting medical professionals.

All 240 units will serve low income senior residents with incomes at or below 60 percent of AMI for at least 30 years. Each resident will pay no more than 30 percent of their income toward their housing costs, including rent and a utility allowance. Following construction of the new building on the now-vacant east half of the site, the existing circa-1970 buildings will be demolished, and the land sold for future townhomes.
 

FAIRFAX COUNTY SUPPORT FOR THE PROJECT

More than half of the units at the New Lake Anne House project have been subsidized with resources through the Fairfax County Redevelopment and Housing Authority (FCRHA). In late March, the county authorized a $3 million Housing Blueprint loan to finance the project. Additionally, the FCRHA awarded 122 Project-Based Vouchers (PBVs) to the project. Guaranteed PBVs enable qualifying affordable housing projects to have a stronger financial position to obtain funding resources – both in the form of cash and/or in the form of IRS tax credits.

Lake Anne PlanPROJECT OUTLINE

The development of the New Lake Anne House and the redevelopment of the existing site will take place in three phases:

  • Phase 1: Construction of the New Lake Anne House (7-story building over concrete podium and garage/amenity level). Occupancy is expected in Summer 2022.
  • Phase 2: Demolition of Lake Anne Fellowship House and site preparation
  • Phase 3: Construction of a 39-unit townhouse development by a national homebuilder
