Fairfax County is seeking public and stakeholder comments on proposed priorities and activities contained in the 5-Year Consolidated Plan and the FY 2024 1-Year Action Plan which identify the County’s housing and community development goals, and guide the spending of federal funds to address critical community needs.
Community Engagement Period
February 9, 2023 until March 21, 2023
Each year, Fairfax County expects to receive roughly $8.9 million in federal funding to support activities which focus on meeting critical community housing and human services, and community development needs. Programs and services have a specific emphasis on providing assistance to older adults; individuals with disabilities; individuals and families experiencing homelessness; and households with extremely low incomes.
Funds are awarded by the U.S. Department of Housing and Urban Development through three main programs:
The Community Development Block Grant (CDBG) program is a flexible program that provides annual grants to eligible local governments and States to be used to address a wide range of unique community development needs, including affordable housing, fair housing and human services activities, that are primarily for the benefit of low- to moderate-income individuals and families. The HOME Investment Partnerships Program (HOME) provides annual grants to be used to fund a wide range of housing activities, including building, buying, and/or rehabilitating affordable housing for rent or homeownership, or providing direct rental assistance to low- to moderate-income individuals and families, as well as for fair housing activities. The Emergency Solutions Grant program is focused on assisting people to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness. Learn More
In order to receive and utilize these funds, Fairfax County must prepare and submit a 5-Year Consolidated Plan to identify the community needs and the goals for meeting those needs during the 5-year period. In addition, a 1-Year Action Plan must be prepared and submitted for each year covered by the 5-Year Consolidated Plan. The annual Action Plan identifies how annual federal grants are to be used to meet the needs and achieve the goals identified in the 5-Year Consolidated Plan.
What is the 5-Year Consolidated Plan?
The 5-Year Consolidated Plan for FY 2022 – FY 2026 is a planning document that helps Fairfax County assess its needs, current programs and strategies, and gaps for housing, human services, homelessness, community development, neighborhood preservation and revitalization, public facilities and infrastructure, public service, and economic development. It includes broad goals and objectives to address priority needs with the use of CDBG, HOME and ESG funding, as well as other public and private sources. It is developed in partnership with residents, service providers, advocates, and other county and community stakeholders. The 5-Year Consolidated Plan’s key priority areas for the FY 2022 - FY2026 planning cycle include:
- Homelessness Prevention and Rapid Re-housing
- Affordable Rental Housing
- Homeownership Access and Rehabilitation
- Community Services

What is the 1-Year Action Plan?
A 1-Year Action Plan will be developed with input from county leaders, residents, service providers, advocates, and other county and community partners for each fiscal year covered by the 5-Year Plan. Each 1-Year Action Plan will outline the specific activities proposed for funding in that fiscal year (July 1 to June 30) to achieve the goals and strategies identified in the 5-Year Plan. The activities planned to be funded in FY 2024 include the following:
- Section 108 Loan Payments
- Fair Housing Education and Enforcement
- Targeted Public Services
- Home Repair for the Elderly & Community Rehabilitation
- Rental Assistance
- County Residential and Public Facility Rehabilitation and Acquisitions
- Homeownership Assistance and Access
- Affordable and Special Needs Rental Housing
- Homelessness Prevention and Rapid Re-Housing
