CALL TO ORDER: 

Commissioner Chair Crawford called the Wednesday, March 4, 2026, Commission Meeting to order at 7:30 P.M.

 

Approval of Agenda: It was moved by Commissioner Malik and seconded by Commissioner Salinas that the March 4, 2026 agenda be approved as amended. The motion passed by unanimous vote. 

 

Approval of Minutes: It was moved by Commissioner Salinas and seconded by Commissioner Malik that the minutes of the January 21, 2026 Commission meeting be approved as presented. The motion passed with majority vote with Commissioners Hudson and Shumaker abstaining. 

 

STAFF ISSUES: 

 

Fair Housing Task Force: Deanda informed the Commission that the task force will meet on March 26, 2026, and will consider the nomination of Anika Harris, Equity Director for the Fairfax-Falls Church Community Services Board, as the new co-chair. She also conveyed the task force’s request for two Human Rights Commission members to join. Interested Commissioners may email Director Simms. 

 

Commission Chair Crawford asked whether there was any new information on the task force for the new Commissioners. Director Simms stated that he would email any information he has. Commissioner Hudson requested the minutes from the last Task Force meeting, and Director Simms agreed to send them to the Commissioners. Deanda will forward the next Task Force meeting invitation and noted that the same two Commissioners do not need to attend each meeting. 

 

Fair Housing Month Event: Deanda informed the Commission that OHREP is partnering with the Northern Virginia Association of Realtors (NVAR) for this year’s Fair Housing Month event, scheduled for Thursday, April 16, 2026, from 12:00 p.m. to 2:00 p.m. at NVAR’s office. She will send a “Save the Date” notice. Director Simms also noted that OHREP will receive a proclamation for Fair Housing Month and will update the Commissioners once it is issued. 

 

COMMISSION BUSINESS: 

 

FIR- HRC # 2025033H / HUD # 03-25-5859-8: Skipper, Cassaundra v. ACL Professional Property Management, LLC, et al.: It was moved by Commissioner Hudson and seconded by Commissioner Malik, that the complaint be dismissed due to insufficient evidence that a violation of the Fairfax County Fair Housing Act has occurred consistent with the recommendation of OHREP. The motion passed by majority vote with Commissioner Bogan abstaining. 

 

Successful Conciliation- HRC # 2025041H / HUD # 03-25-6294-8: Williams, Deidra v. RBDW Amberleigh LLC and Kettler Management Inc.: It was moved by Commissioner Shumaker and seconded by Commissioner Salinas that the conciliation agreement in this matter be accepted as presented. The motion passed by unanimous vote. 

 

COMMUNITY CONCERNS: 

 

Brochure: Commission Chair Crawford requested an update on the creation of a brochure specifically for the Commission. Director Simms presented the Commissioners with OHREP’s current brochures and explained that the agency was previously known as the Fairfax County Human Rights Commission before merging with Equity Programs, resulting in the establishment of OHREP and the replacement of the agency’s name in the brochures. He further explained that OHREP is responsible for carrying out the Commission’s duties and responsibilities under the County’s Human Rights Ordinance and the Fair Housing Act. Chair Crawford expressed interest in having brochures that reference the Commission’s name and role and offered to draft a brochure for consideration. 

 

Director Simms also offered to have business cards created for each Commissioner. 

 

Guest: Commissioner Salinas introduced his guest Dr. Fred Rothe who is interested in becoming a commissioner. 

 

Outreach: Commissioner Salinas reported that he attended an art exhibition at the Government Center, where he met Tim Zhao of the Virginia Commission for the Arts, whom he believes could serve as a valuable connection for the Commission. He also distributed a handout listing the members of the County’s Board of Supervisors, which he obtained from the “Get to Know Your Supervisors” material. 

 

Commissioner Malik informed the Commission that Humanity First will host a free clinic from April 18 to April 19, 2026, in which he will participate. He expressed an interest in having OHREP host a booth at the clinic, if possible. Director Simms stated that he would consider the request.
