CALL TO ORDER:
Commission Vice Chair Malik called the Wednesday, May 6, 2026, Commission Meeting to order at 7:30 P.M.
Approval of Agenda: It was moved by Commissioner Salinas and seconded by Commissioner Boone that the April 1, 2026, agenda be approved as amended. The motion passed by unanimous vote.
Approval of Minutes: It was moved by Commissioner Shumaker and seconded by Commissioner Elwannas that the minutes of the April 1, 2026, Commission meeting be approved as presented. The motion passed with unanimous vote.
STAFF ISSUES: Fair Housing Manager Deanda Shelton informed the Commission of Nicole Rawlings’ appointment as OHREP Director effective May 18, 2026.
Ms. Shelton reported to the Commission that the recruitment process has begun for two Human Rights Division investigator positions and one Fair Housing Specialist position.
COMMUNITY CONCERNS: Ms. Shelton briefed the Commission about upcoming outreach events. Details regarding upcoming events will be distributed to the Commissioners via email.
COMMISSION BUSINESS:
FIR- HRC # 2025008H/ HUD # 03-25-5725-8: Cangemi, Eric v. Hiddenbrook Homes Association, et al.: It was moved by Commissioner Shumaker and seconded by Commissioner Salinas that the complaint be dismissed due to insufficient evidence that a violation of the Fairfax County Fair Housing Act has occurred consistent with the recommendation of OHREP. Commissioners Lopez, Malik, Salinas and Shumaker voted in favor of the motion; Commissioner Boone voted note; Commissioner Elwannas abstained.
FIR- HRC # 2025239H/ HUD # 03-26-6456-8: Malyszka, Janice v. Wesley ASI of Northern Virginia, et al.: It was moved by Commissioner Salinas and seconded by Commissioner Lopez that the complaint be dismissed due to insufficient evidence that a violation of the Fairfax County Fair Housing Act has occurred consistent with the recommendation of OHREP. The motion passed by unanimous vote.
COMMUNITY CONCERNS: Virginia Remote Access Medical (RAM) Free Medical Clinic: Commissioners Malik and Salinas briefed the Commission on the RAM Free Clinic held Saturday, April 18 and Sunday, April 19, 2026. The Commissioners stated the Clinic provided health care services, including dental, medical, ophthalmology and optometry to 326 individuals; fresh produce; and breakfast, lunch and dinner. Commissioner Malik stated other County government agencies providing social and mental health services were also present.
PENDING BUSINESS: None.
NEW BUSINESS: Commissioner Salinas inquired on the status of Commissioner’s applications for parking passes for the parking garage. Director Simms informed the Commission that only one Commissioner has submitted an application; and the security team is waiting for other Commissioners to submit their applications prior to processing the applications.
Commissioner Shumaker noted that there are two vacancies and inquired about the process for appointments to fill the vacancies. Director Simms informed the Commission that anyone interested in serving on the Commission should contact their district representative on the Board of Supervisors.
Commissioner Salinas advised that his friend, Dr. Fred Rothe, remains interested in serving on the Commission and is scheduled to meet with Chairman McKay to discuss the process.
