Jan. 24, 2023 Board Matter: Use of Block J for Arts Center in Reston

BACKGROUND: 
In July of 2018, the Board of Supervisors approved Proffer Condition Amendment and Development Plan Amendments PCA 86-C-119-07/DPA 86-C-119-03 and 86-C-121-08/DPA 86-C-121-05 and Planned Residential Community Application PCA 86-119-02. Approval of the Proffer Condition Amendment and Development Plan Amendments identified Block J, located near the intersection of Sunset Hills Road and Town Center Parkway in Reston as the potential location for a community-based arts center.


The County, through the Department of Public Works and Environmental Services and the Reston Community Center, has determined that an Arts Center is feasible and that Block J of the Property is a most appropriate location. Two town hall meetings were conducted last fall, which followed several public meetings sponsored by RCC on the arts center’s needs, possible facility functions and designs including an initial feasibility analysis. This process clearly established that the arts center option is not only feasible but is clearly superior to the alternatives offered in the proffer.  An arts center located across the street from the Reston Town Center Metro Station not only fulfills land use and transportation goals but is another step towards making the Dulles Corridor a performing arts corridor.  


MOTION:
Therefore, Mr. Chairman, I move that the Board of Supervisors accept Block J as a location for a future arts center consistent with the proffers approved by the Board of Supervisors on July 31, 2018.
