May 24, 2022 Board Matter: Reston Town Center North Public Facilities Community Task Force

Background:
At the Board meeting held on April 12, I announced that I would establish a Reston Town Center North Public Facilities Community Task Force (RTCNTF). It will be a community-based task force made up primarily of representatives from the homeowner and condominium associations surrounding Reston Town Center North. After coordinating with senior county staff and managers in the Department of Planning and Development, the Department of Public Works, the Department of Housing and Community Development, and Deputy County Executive Rachel Flynn, and given that the Reston Comprehensive Plan Task Force is now in the process of finalizing its recommendations, the time is right to move forward with a master plan with locations for critically needed community facilities in Reston Town Center North. Most pressing is a new Embry Rucker Shelter, facilities for related services and permanent supportive housing, and a new Reston Regional Library.

Notably, Housing and Community Development and the Redevelopment and Housing Authority now have the opportunity to coordinate efforts on the proposed Bowman Town Court affordable housing/library project with this master planning effort and the work of the RTCNTF. This will provide an opportunity for the community and this task force to provide input on that project and how it could fit within the broader set of improvements planned for the Reston Town Center North area.

The RTCNTF will begin its work this summer shortly after the Reston Comprehensive Plan Task Force finalizes its recommendations. The RTCNTF should wrap up its work and coordination with staff by the end of this year and consistent with Board consideration of Reston Comprehensive Plan Amendments 

Motion

I move that the Board authorize a master plan study for the county owned land in Reston Town Center North. I further move that staff work closely with the RTCNTF to facilitate completion of this proposed master plan for presentation to the Board concurrently with the Reston Comprehensive Plan amendment by the end of 2022.
