Background:

On March 27, 2023, the Vienna Town Council requested initiation of negotiations between the Town of Vienna and Fairfax County that, if successful, would result in a memorandum of understanding (MOU) that under the Town of Vienna’s contemplated new zoning ordinance would allow the town to use the Fairfax County Health Care Advisory Board to review applications for assisted living facilities being developed in Vienna. The Health Care Advisory Board would have an advisory role only and ultimate authority for action on such facilities would remain with the Town of Vienna. This advisory service would be used by the Town when such facilities are above a to-be-determined size.

Motion:

I move that the Board instruct staff to study this request as well as communicate with Town of Vienna staff and report back to the Board on possible chartering, organizational, legal, and operational changes to the Health Care Advisory Board, as well as possible establishment of an MOU between the County and the Town for the purpose of establishing this relationship.
