Sept. 12, 2023 Board Matter: Request by the Fairfax County School Board to Authorize Concurrent and Expedited Processing of the Site Plan for Neil A. Armstrong Elementary School

Background:

The Fairfax County School Board seeks approval of a PRC Plan to permit several building additions and site improvements as part of the major renovation planned at Neil A. Armstrong Elementary School. The school property is identified as Fairfax County Tax Map 11-3-((01))-12 and consists of approximately 14 acres. The property is zoned to the PRC District pursuant to RZ 80-C/D-111 which was approved by the Board of Supervisors on October 26, 1981. The school was constructed in 1985 and is located along Fairfax County Parkway and north of Lake Newport Road. The existing school consists of a one and two-story building with an existing gross floor area of approximately 80,000 square feet. The School Board is proposing to renovate the interior of the school with new building systems and finishes along with 3 new building additions. The proposed building additions will result in the addition of approximately 107,000 square feet.

Due to the need to complete these improvements consistent with the CIP schedule, the School Board has also requested authorization to process and expedite the site plan for this project concurrently with the pending PRC application.

Motion:

Therefore, to accommodate the schedule for these critical improvements for Armstrong Elementary School, I move that the Board consent to and authorize the filing of the site plan by the School Board on the Property and direct Land Development Services to accept the associated site plan for processing concurrently and expeditiously with the application RZPA 2023-HM-00012. This motion does not relieve the School Board from complying with all regulations, ordinances, or adopted standards, and will not prejudice this Board's consideration of the application in any way
