Fairfax County Land Development Services has published revised Site Plan (SP) or Public Improvement Plan (PI), Subdivision Plan (SD) and Infill Lot Grading Plan (INF) cover sheets. In addition to the revised cover sheets, instruction documents for each cover sheet have been included to provide clearer guidance to applicants on the required information. These updates are intended to support more consistent submissions and to facilitate efficient, comprehensive reviews by county staff. 

Revised cover sheets dated April 2026 must be used on all first submission SP, PI, SD, and INF plans beginning June 1, 2026. Rough Grading Plans (RGP) associated with major plans should also use the revised cover sheets. Plans submitted prior to June 1, 2026, may continue using the versions included with their original submission.

The revised cover sheets and instructions can be found online at Forms & Publications Library | Planning, Permitting and Construction (fairfaxcounty.gov). Public improvement plans should continue to use the cover sheet named Site Plan Cover Sheet in the Library. All the cover sheets are available in .PDF or .DWG format to support a range of user needs. Below is a summary of the cover sheet changes. 

Site Plan Cover Sheet

1. Editorial corrections (for correct terminology, spellings, renumbering).
2. Added a note on zoning requirements table.
3. Removed information regarding sanitary sewer reimbursement charges.
4. Changed “USE” to “PROPOSED USE” under Site Plan Tabulation.
5. Removed "Proposed Net Floor Area" from Site Plan Tabulation.
6. Moved "Number of Floors" from Zoning Requirements and Site Plan Tabulation to Fire Marshal Notes and made additional editorial changes on Fire Marshal Notes.
7. Added “lb/yr" on Non-point source nutrient credit option on Stormwater Information table.
8. Updated revision date.

Subdivision Plan Cover Sheet

1. Editorial corrections (for correct terminology, spellings, renumbering).
2. Removed information regarding sanitary sewer reimbursement charges.
3. Moved "Number of Floors" from Zoning Requirements to Fire Marshal Notes and made additional editorial changes on Fire Marshal Notes.
4. Removed "Maximum FAR" and "Angle of Bulk Plane" from Zoning Requirements table.
5. Added a footnote on Zoning Requirements table.
6. Added “lb/yr" on Non-point source nutrient credit option on Stormwater Information table.
7. Removed "Non-Residential Properties" from Solid Waste and Recycling table.
8. Updated revision date.

Infill Lot Grading Plan Cover Sheet

1. Editorial changes on Plan approval information table.
2. Added/revised the following on plan approval info:
   1. Floodplain Use Determination
   2. Board of Supervisors/Board of Zoning Appeals Clerk’s Letter/Resolution
   3. Proffers/Development Conditions
   4. Located in Dam Break Inundation Zone
   5. Revised soils certification and clarified the certification with a footnote
3. Adjusted Tree Banking and Tree Fund as one line item to be consistent with SP and SD cover sheet.
4. Revised Stormwater Information table to
   1. Add “Onsite + Offsite” on “Proposed Impervious Area”
   2. Remove line number eight
   3. Add "lb/yr" on Non-point source nutrient credit option
5. Updated footnote three of Stormwater Facilities table.
6. Updated revision date.
