The Lincolnia Planning District Study (Plan Amendment 2013-I-L1) is a multi-phase study with the first phase consisting of an editorial update to Comprehensive Plan guidance for the Lincolnia Planning District, concluding on October 20, 2015. The second phase concluded on March 6, 2018 with the Board of Supervisors adopting the Lincolnia Community Business Center designation.
Phase III of the study began in early Spring 2018 to review substantive changes to Comprehensive Plan guidance for the Community Business Center and for the wider Lincolnia Planning District.
During Phase III, the community task force will continue to work with staff in reviewing detailed analysis for Land use and Transportation recommendations within the newly designated Community Business Center.
Submissions for Comprehensive Plan Changes
Submitted recommendations will be considered by the task force as part of Phase III. At present, area-wide or site-specific nominations are being considered for all areas within the Lincolnia Planning District, excluding the Lincolnia CBC. Nominations for the Lincolnia CBC were captured during a previous submission process.
The submission process has closed as of Friday Aug. 24, 2018.
During Phase III, the task force will consider associated planning guidance, particularly land use and transportation recommendations within the Lincolnia Community Business Center. In addition, the study will review and update planning guidance for the wider Lincolnia Planning District. The study will offer numerous opportunities for public input.
Phase II of this Study concluded on March 6, 2018. Adopted recommendations from this phase of the Study, include the designation of the Lincolnia Community Business Center, the designation of a coterminous revitalization area and an additional Plan option for hotel/assisted living use up to a 3.0 FAR for a two acre portion of Tax Map parcel 72-4((1))3.
Staff began work on Phase I in May of 2014, and concluded on October 20, 2015. Phase I had two major objectives:
- Evaluate the adopted Comprehensive Plan recommendations in order to verify that factual information was current. These updates were editorial in nature; therefore changes to planned land use and intensity, transportation, parks and recreation facilities, and /or public facilities were not evaluated. Updates primarily involved correcting factual information and reflecting existing development where appropriate.
- Consider whether the Plan guidance for portions of the L3 Bren Mar Park Community Planning Sector and the Beltway South Industrial Area should be consolidated with the other recommendations for the Beltway South Industrial Area, in the Annandale Planning District.
