Scope: The County of Fairfax, Virginia, Department of Public Works and Environmental Services (DPWES), is soliciting statements of qualifications from architectural and engineering consulting firms for full design and construction administration services for a new Embry Rucker Shelter and Supportive Housing Project to be located on a newly developed site in the Hunter Mill Magisterial District (Tax Map 0171 01 0014 B and E). The new site, known as Block 5, will be located east of the Reston Police Station and Governmental Center and north of Bowman Towne Drive. The redevelopment of the parcels and reconfiguration of the streets is being developed under a separate contract. The new shelter will be located on the south end of Block 5 with a new Health and Human Services building to the north.
The existing 2-story, 11,000 square foot (SF) Embry Rucker Shelter was built in 1986 and is located at 11975 Bowman Towne Drive, Reston, VA 20190. The new approximately 30,000 SF facility will replace the existing shelter and will provide emergency shelter, as well as permanent supportive housing. The scope of work will include accommodations for thirty (30) single beds (including medical beds); approximately ten (10) family rooms; approximately eighteen (18) permanent supportive housing units; and other supportive areas including a hypothermia area, a classroom, a community dining room, kitchen, laundry room, restroom and shower rooms, examination and medical rooms, a mental health room, administrative offices, staff breakrooms, and support spaces. The proposed supportive housing units are approximately 250 SF efficiency apartments, separated from the emergency shelter.
