Background
On April 4, 2017, the Fairfax County Board of Supervisors approved the creation of a Reston Transportation Service District, and the Reston Transportation Service District Advisory Board. The advisory board will work with Fairfax County staff and provide input to the Board of Supervisors on the annual tax rate for the service district; transportation project priorities for projects funded all or in part by the service district; and issues related to the Reston Road Fund.
The Responsibilities of the advisory board include providing input on the following:
- The annual tax rate for the service district.
- Project priorities of projects funded all or in part by the service district, and implementation schedule.
- Occasional update of the Reston Transportation Funding Plan (RTFP).
- The annual adjustment of road fund rates related to generating revenue for the local street network and intersection improvements.
The advisory board should:
- Review the pace and location of residential and non-residential development as part of the annual Capital Improvement Plan (CIP) and budget processes. These reviews may result in, or, are to ensure that:
- Adjustments to the RTFP to ensure that the estimated funding levels for such improvements are coordinated with the anticipated construction spending and the timing of construction.
- Funding is being spent in an appropriate and efficient manner.
- The pace of transportation improvements and the pace of residential and non-residential development are proceeding substantially in tandem.
