GUM SPRINGS GLEN II

As of November 22, the Fairfax County Redevelopment and Housing Authority FCRHA is no longer pursuing the purchase of this site and the development of the project below. In addition, the property was sold to a third-party (not Fairfax County or the FCRHA) on December 29, 2021.

 

The development of affordable housing options is a countywide priority. Particularly affordable homes for older adults living on a fixed income. For many seniors in the Mount Vernon District, “aging in place” is becoming more difficult as property values continue to rise.

In order to increase the opportunity for older adults to continue to live independently within their local community, Fairfax County is proposing the construction of up to 95 new affordable apartments for older adults adjacent to Gum Springs Glen in the Mount Vernon District. The proposed site currently houses a one-story brick commercial building and is partially zoned for non-residential uses. The site is positioned between two residential communities.

The proposed Gums Springs Glen II community would be located at 7835 Richmond Highway, Alexandria, with access to public transit, shopping and medical facilities, and a variety of community facilities (including Martin Luther King, Jr. Park, Gum Springs Community Center, the South County and Hollin Hall Senior Centers, and the Sherwood Hall Regional Library).

Preliminary Design Study

A preliminary design study was conducted to understand how a senior independent living facility could be accommodated on the site considering its constraints and opportunities. The initial concept demonstrates an option including the number of units, floors, building footprint, parking, open space, vehicular and pedestrian site circulation, and coordination with the adjacent Gum Springs Glen I with the intent to obtain feedback and comment from the community.  Based on the feedback, the design will continue to be modified and refined.

PROJECT RESOURCES

Fairfax County staff have begun the community engagement and development review phase of this proposed project which will extend through December 2021. In this phase, county staff will analyze and investigate the development feasibility of the project and obtain community input on the development in order to make a determination whether to proceed. A decision would be required by December 31, 2021. 

The current work includes:

  • Due Diligence/Site Evaluation. The Fairfax County Redevelopment and Housing Authority is the contract purchaser of the site. Staff will be making a decision whether to proceed or not with the purchase of the site and development of the property based on the probability of success by December 31, 2021. 
     
  • Community Engagement. County staff have begun and will continue to engage with the surrounding community with the goal of creating a design concept that achieves community support.
     
  • Zoning Application. Staff input on the development feasibility of the project is provided through the zoning application process; therefore, staff will be preparing and filing a zoning application concurrently with community engagement. The submission of an application is not a guarantee of the project moving forward. Staff is targeting the filing of the applications with the Department of Planning and Development by September 2021. Zoning approval would be required in order to complete a financial package for the purchase and development of the site should the county decide to proceed.

 

  • August – December 2021: Development Review and Community Engagement
    • August 2021: Initiate community and stakeholder engagement
    • Late August - September 2021: Targeted zoning application submission to initiate concurrent development review through the zoning process
    • September - December 2021: Multiple community engagement sessions to discuss design revisions
    • September - December 2021: Concurrent review sessions with Fairfax County development staff
    • Friday, December 10, 2021: Deadline for community input to inform property purchase decisions
    • December 30, 2021: End of due-diligence period. Fairfax County will need to make a decision on whether to proceed with purchase/development
       

If Fairfax County elects to proceed with the purchase and development of the property:

  • January - March 2022: Continued review and analysis of the zoning application and community engagement
  • Spring/Summer 2022: Possible Planning Commission and Board of Supervisors Public Hearings on the proposed development
     

Additional milestones and projected timeline dates will be added should the county elect to proceed with the purchase and development of this project.
 

 

County staff is seeking public input to ensure that the new facility is designed to meet the needs and interests of future residents and the surrounding community. There will be multiple opportunities for community involvement throughout the process to discuss everything from site design, amenities, and curb appeal. Comments and questions may be submitted via email to GumSpringsGlen2@fairfaxcounty.gov. All written community comments and suggestions should be submitted no later than 4:30 p.m. on Friday, December 10, 2021.
