The Diversion First 2023 Annual Report is now available. Dive in and learn about how the Fairfax County Government is more efficiently using public resources to prevent repeat encounters with the criminal justice system, improve public safety and promote a healthier community!

“Diversion First” is a continuum of services that offers alternatives to incarceration for people with mental illness, co-occurring substance use disorders and/or developmental disabilities. Its 2023 Annual Report details outcomes from its 8th full year. From 2016-2023, the program has enabled 3,800+ diversions from potential arrest.

The programs and services offered through this cross-system initiative continue to provide alternatives to arrest and incarceration, combat stigma, and offer hope, recovery and a path out of the justice system.

There are 5 data points: Over 3,800 diversions from potential arrest since 2016 as of December 2023. 21% decrease in the jail behavioral health population with misdemeanor charges from 2015 to 2023. 53% increase in the number of Merrifield Crisis Response Center (MCRC) cases from 2016 to 2023. 84% increase in the number of jail inmates referred to CSB jail-based services from 2015 to 2023. Over 80% of individuals transported to the MCRC by law enforcement in 2022 did not have a repeat visit related to criminal justice involvement within the following year.
