The Department of Housing and Urban Development's (HUD) Continuum of Care (CoC) Program provides significant financial resources to communities throughout the country and mandates procedures and policies for implementing a local housing crisis response system. Notices regarding the Fairfax CoC Program local competition and Fairfax County's CoC Consolidated Application (our community's request for funding) are available on this page, which will be updated throughout the competition.
Extension Established for Submission of Applications for Administration of PSH Grant
The deadline for submission of the CoC Grant Transfer Application for community agencies that are interested in administering an existing CoC Program grant for permanent supportive housing has been extended to 4:00 p.m. on March 13, 2026. The competition is currently open for the selection of a community agency to administer a grant that supports a total of 16 individuals in permanent supportive housing and its total contracted amount in the latest competition year was $431,018.
The extended deadline applies to the submission of the CoC Grant Transfer Application and the CoC Grant Transfer Application, Agency Capacity Form (only required for agencies that do not currently receive U.S. Department of Housing and Urban Development (HUD) CoC Program funding). Links to these documents along with an Information Sheet can be found below. A new document with responses to questions received will be added to this web page in the coming days.

Fairfax County CoC Accepting Applications for Administration of PSH Grant
A local Continuum of Care (CoC) grant recipient has informed the Fairfax County CoC that they have chosen to no longer continue administering their CoC Program grant. The grant supports a total of 16 individuals in permanent supportive housing and its total contracted amount in the latest competition year was $431,018.
A competition for community agencies that are interested in administering the existing grant is now open. The CoC Grant Transfer Application and the CoC Grant Transfer Application, Agency Capacity Form (only required for agencies that do not currently receive U.S. Department of Housing and Urban Development (HUD) CoC Program funding) can be found through the links below.
Fairfax County’s CoC encourages applications from all eligible applicants regardless of whether the entity is currently receiving HUD funding or has ever received CoC funding. Technical assistance will be provided to ensure this funding opportunity is accessible.

HUD Withdraws FY 2025 CoC NOFO; Fairfax County CoC Application Process Paused
The U.S. Department of Housing and Urban Development (HUD) posted a notice to their “Continuum of Care Program” webpage on December 8, 2025, that stated the following:
"FY 25 COC NOFO Update
The Department has withdrawn a Notice of Funding Opportunity (NOFO) with respect to the Continuum of Care (CoC) grant program. This withdrawal will allow the Department to make appropriate revisions to the NOFO, and the Department intends to do so. In the previous FY 24-25 NOFO, the Department reserved the right to make changes to the NOFO instead of processing renewals for a variety of reasons, including to accommodate a new CoC or Youth Homelessness Demonstration Program (YHDP) priority or new funding source. The Department still intends to exercise this discretion and make changes to the previously issued CoC NOFO to account for new priorities. HUD anticipates reissuing a modified NOFO well in advance of the deadline for obligation of available Fiscal Year 2025 funds.”
Fairfax County Department of Housing and Community Development staff are working to further understand the implications of this action. In light of future actions regarding the HUD FY 25 NOFO being very uncertain, until further guidance is received from HUD, the Fairfax County 2025 HUD CoC Program Competition is paused. Applications are not due this Friday, December 12.
