Holmes Run Tributary at Justice Park

Project Number: SD-000031-289

Project Update: January 2, 2026

Project Description

Restoration efforts seek to raise the channel bottom to reconnect the channel with the floodplain and realign the channel, where necessary, to protect structures and restore stable slopes. Natural channel design will stabilize the stream bed, allow for riparian and wetland species to be planted, and improve water quality and conveyance capacity.

Project Background

The subject project is in the Cameron Run Watershed Management Plan.  The project is located within Fairfax County Park Authority’s Justice Park.  The project scoping site visit was conducted on March 5, 2025.  The stream channel is incised, eroded banks, and has potential for further bed and bank instability.  This project is part of larger efforts to restore many of Fairfax County’s degraded streams for improving overall water quality within the County and the health of the Chesapeake Bay.

Project Location

Project Phase

The project is currently in the pre-design phase.

Project Benefits

The primary goals of the stream restoration project:

  • Improve water quality through benefits of stream restoration: Reduced Nitrogen, Phosphorous and Total Suspended Sediments.
  • Create sustainable channel dimensions, profile and pattern appropriate for current and future hydrologic conditions of the watershed.
  • Improve channel/floodplain connectivity to increase the frequency and duration of floodplain inundation and the activation of existing secondary channels across the floodplain.
  • Improve native vegetative community.

Timeline

Design of the stream restoration project is scheduled to be completed by Winter 2028.  The construction timeline is yet to be determined.

Project Cost and Funding Sources

Design of the Holmes Run Tributary @ Justice Park Stream Restoration project is funded for $540,000.  Construction funding is dependent upon future budget availability and allocations. Stormwater projects are funded through the county Stormwater Service District.

Presentations to the Community

As the project advances through the iterative design development process, community meetings will be scheduled to present the project and its design to Fairfax County Park Authority and the residents adjacent to the project and to obtain feedback from the stakeholders and community.
