Permitted solid waste collection and disposal companies must comply with many regulations. Chapter 109.1 of the Code of the County of Fairfax, VA includes general requirements, recycling, precollection and storage, permits, enforcement and the collection, transportation and disposal of solid waste. There are rules and regulations for the I-66 Transfer Station Complex, the I-95 Landfill Complex and the Energy/Resource Recovery Facility, as well as specific program requirements. Failure to comply with any solid waste regulation may result in fines and suspension of permits or certificates to operate. The county uses solid waste advisories to communicate with the local waste industry and its customers. These advisories are formal notices of policies, clarifications of policies or rules, events, or other information that collection and disposal companies need to perform their work.
Collectors are required to offer a recycling system for their residential, multifamily and nonresidential customers. Cardboard and mixed paper recycling is mandatory for all businesses and institutions. Fairfax County operates two solid waste disposal facilities: the I-66 Transfer Station and I-95 Landfill Complexes. The Energy/Resource Recovery Facility, a key element of the I-95 Landfill Complex, is operated in partnership with Covanta Fairfax, Inc.
