The proposed flood mitigation project is in the Cameron Run watershed within the Chowan Avenue neighborhood. Larger storm events in recent years have overwhelmed the conveyance system, resulting in recurring roadway overtopping at the 8th Street and Chowan Avenue culverts and structural flooding at multiple residences in the neighborhood. This project was initiated by the County to address these challenges.
Project Description
This project will utilize hydrologic and hydraulic modeling to simulate and analyze a variety of flood mitigation approaches in order to determine the best solution for the neighborhood’s flooding challenges. The county seeks to implement a solution that will reduce risk of structural flooding by increasing capacity in the stormwater conveyance system and overland relief paths. The project will also include stabilization of the natural channel between Cherokee Avenue and Chowan Avenue, preventing streambank erosion and improving water quality.

Project Location
The project is located in the Chowan Avenue neighborhood in the vicinity of Cherokee Avenue, 8th Street, and Chowan Avenue in Lincolnia. The project drainage area consists of approximately 246 acres that drain to Turkeycock Run.

The project is currently in the pre-design phase.

Timeline
Flood mitigation modeling and analysis are complete. The project will advance to the design phase pending land rights and easement acquisition needed to implement the proposed solution.

In the coming months, the County will be soliciting feedback on the proposed solution.
Presentations to the Community
The Chowan Avenue Stormwater Improvement Project is in design. We have prepared a video presentation to provide a project update on the history of flooding and the recommended solution. The video has been translated into several different languages spoken in this community based on a Fairfax County Public School language survey. Additionally, a solutions summary can be found below the videos and the technical report can be provided upon request. We look forward to your feedback.
Design and construction of the Chowan Avenue Stormwater Improvement Project is estimated to cost approximately $4.2 million. Funding for construction is dependent upon future budget availability and allocations. Stormwater projects are funded through the county Stormwater Service District.
