Policy Positions and Legislative Letters

The role of the Legislative Committee is to support the NVSWCD Board of Directors by providing policy advice and draft communications for their consideration and to facilitate the expression of its official views to the Virginia Association of Soil and Water Conservation Districts (VASWCD), the General Assembly of Virginia, and executive branch agencies of the Commonwealth of Virginia, Fairfax County and other entities associated with the local, state, or federal government, as useful to advance the mission of the NVSWCD.

The NVSWCD Board of Directors meets the fourth Tuesday of every month to discuss district business. The meetings are usually held in the Herrity Building, 12055 Government Center Parkway in Fairfax, on the 9th floor. Meetings begin at 9:30 a.m. (unless announced otherwise) and are open to the public. The NVSWCD Legislative Committee meets two weeks prior to the Board of Director’s regular monthly meeting. During the duration of the coronavirus pandemic and for the foreseeable future, all meetings are also held virtually over Webex. Running Bamboo Recommendations - This letter to Chairman McKay and the Fairfax County Board of Supervisors outlines suggestions and considerations from NVSWCD regarding the proposed ordinances and information sheet concerning invasive running bamboo. Published February 9, 2022. 

Letter of Support for VCAP - This letter of support to Delegate Delaney requests the support of the proposed funding for the Virginia Conservation Assistance Program (VCAP) in the Governor's budget at the state level instead of the proposed budget amendment allocating funding specifically to Fairfax County in order to benefit the greater Commonwealth. Legislative Priorities in 2022 - This letter to Delegate Bulova outlines the four legislative priorities of Soil and Water Conservation Districts in 2022 and asks for support for these priorities in the 2022 General Assembly session. Published January 17, 2022. 

Letter of Support for CECAP - This letter to Chairman McKay and the Fairfax County Board of Supervisors supports the CECAP (Community-wide Energy and Climate Action Plan) and the partnership role that NVSWCD plays in implementing the strategies of this plan. Published January 17, 2022. 

Letter of Support for Running Bamboo Management - This letter to the Fairfax County Board of Supervisors outlines the dangerous spread of running bamboo and encourages the Supervisors to consider options for suppressing the spread of running bamboo. Published September 28, 2021. 

July 2021 Report and Trapa Letter of Support - This report outlines roles and agenda items of the Legislative Committee. Most notably, this report includes a letter of support for funding of programs to manage and eradicate Trapa bispinosa (Trapa or Water Chestnut), an invasive aquatic weed spreading across Northern Virginia. Published July 14, 2021.
