Affordable Housing Projects

Affordable Housing DevelopmentThe Fairfax County Redevelopment and Housing Authority and Fairfax County Government have established the goal of creating 10,000 new units of affordable housing by the year 2034 and to preserve the county's existing stock of affordable housing. While this does include development and preservation of properties owned by the Fairfax County Redevelopment and Housing Authority, much of this work is undertaken through private development with significant public resources applied by the county in the form of financing assistance and the contribution of public land.

The following represents summaries of key projects currently under construction or in development with Fairfax County involvement.

Location: 13175 Autumn Willow Drive, Fairfax, VA 22030

Project Description: Development of 150 affordable independent living senior housing units on an approximately 11-acre vacant parcel located at the corner of Stringfellow Road and Autumn Willow Drive in Springfield District.

Developer: The Michaels Organization (aka TMO)

Affordable Units: 150 units/senior living complex

Affordability: 

  • 16 units at 30% AMI
  • 22 units at 50% AMI
  • 112 units at 60% AMI

Project Status:

  • Final inspections and pre-leasing are underway
  • Construction completion and Occupancy by September 2025

Project Description: Indigo (formerly Somos)” Phase A will be a new construction mid-rise multi-family rental housing community for lower income households. Upon completion, Indigo (formerly Somos) – Phase A will create 231 new affordable homes in a high barrier to entry market walkable to the Metro. Phase B will create 225 units and up to 10,000 sf of ground level amenity space.

SCG Development has demolished an abandoned office building and will create a mix of studio, one-bedroom, two-bedroom and three-bedroom affordable apartments. The new community will be walkable to the McLean Metrorail station and less than a 10-minute walk to Tysons Corner Center via the new pedestrian bridge spanning the Capital Beltway. It is also located within the Tysons Urban Center, which is a major economic hub in Fairfax County.

This project is receiving substantial support from Virginia Housing, Amazon, Fairfax County, and the Fairfax County Redevelopment and Housing Authority, along with a contribution of tax credit equity from Stratford Capital Group. Virginia Housing, Virginia’s state housing finance agency, has committed over $54.5 million in financing, as well as 4% Low Income Housing Tax Credits (LIHTC). These tax credits make it possible for the residential units to be available at rents affordable to residents earning 60% or less the area median income (AMI).

Affordable Units: 456 multifamily with some units

Affordability: 60% AMI

Funding:

This project is receiving substantial support from Virginia Housing, Amazon, Fairfax County, and the Fairfax County Redevelopment and Housing Authority, along with a contribution of tax credit equity from Stratford Capital Group. Virginia Housing, Virginia’s state housing finance agency, has committed over $54.5 million in financing, as well as 4% Low Income Housing Tax Credits (LIHTC). These tax credits make it possible for the residential units to be available at rents affordable to residents earning 60% or less the area median income (AMI).

Amazon has also committed a $28.97 million low-rate loan to Phase A from the Amazon Housing Equity Fund, a more than $3.6 billion commitment to create or preserve more than 35,000 affordable homes for low- to moderate-income families in the Arlington, Virginia-Washington D.C. region, Washington state’s Puget Sound region, and the Nashville, Tennessee region. The Tysons Community Alliance has also been a vital partner in both affordable housing and economic development.

Project Status:

  • Construction is underway with anticipated completion of Phase A in May 2026, Phase B in December 2026, and Units in Service in May 2027.

Project Description: Development of two twenty-story multifamily buildings located in Tysons Corner (Hunter Mill District) that will provide a total of 516 units of affordable housing serving residents from 30 percent to 70 percent of AMI in addition to a 33,000 sf Community Center to be operated by the Department of Neighborhood and Community Services (NCS).

Developer: True Ground Housing Partners (formerly known as APAH)

Affordable Units: 516 multifamily apartments

Affordability: Affordable units serving households from 30 percent to 70 percent of the Area Median Income (AMI)

Funding: The project will be funding utilizing a mix of County, federal, private and FCRHA financing resources.

Status: Under construction with anticipated completion in June 2027.

Leasing Information:  Upon completion of the project, the affordable senior apartments will be owned and operated by True Ground who will administer the leasing program. For questions about leasing, please visit https://truegroundhousing.org.

Affordable Units: Substantial renovation of 120 units of existing senior affordable housing plus the development of 60 new units of senior affordable housing.

Developer: Fairfax County Department of Housing and Community Development

Residences at Gov Center

Project Description: Fairfax Crest is an approximately 290-unit affordable housing development with a mix of 1-,2- and 3- bedroom units located on the existing parking lots G & H at the Government Center Complex. The property will include residential unit as well as 15,000 square feet of daycare and resident serving amenity spaces.

Developer: Lincoln Avenue Capital (LACM,Inc.)

Affordable Units: 279- multifamily/ family units

Affordability: 30 percent to 70 percent of Area Median Income (AMI).

Project Status: Under construction with completion anticipated in December 2026 and Units in Service in July 2027.

Project Description: An adaptive reuse development to convert an existing 4-story office building located in the Merrifield Suburban Center into 80 affordable housing units with a combination of 1 – 3 bedrooms for residents earning a range of incomes from 30% to 80% of AMI.

Developer: Conifer Realty LLC/Joseph Browne Development Associates

Finance Updates:

  • ARPA Funding request approved by the FCRHA and BOS in July 2023.
  • Will also be financed with a First Mortgage,4% Federal and State LIHTC, ASNH funding from VA DHCD, and Deferred Developer Fee.

Project Status:

  • Revitalization Area Designation approved in June 2023.
  • Rezoning application approved in June 2023.
  • Under construction with anticipated completion in September 2026.

  • Has been awarded 9% LIHTC in June 2023.

Project Description: Oakwood Senior Residences is constructed on a 6.2-acre site owned by the Fairfax County Redevelopment and Housing Authority (FCRHA), at the intersection of Oakwood Road and South Van Dorn Street. The development includes 150 affordable independent living apartments serving seniors ages 62 and above with household income at or below 60 percent of the area median income. The location for the community is currently in use as a stormwater retention pond. The design includes the installation of an underground stormwater retention facility with the senior residences above it.

While the land will remain in the ownership of the Fairfax County Redevelopment and Housing Authority, this community itself is privately owned and operated by the developer. Leasing activities, waitlists, property management, and maintenance will not be administered by Fairfax County.

Developer: APAH (Arlington Partnership for Affordable Housing)

Affordable Units: 150 independent living senior apartments

Affordability: All affordable units will serve households earning at or below 60 percent of Area Median Income.

Fairfax County Resources Applied:

  • 6.2 acres of public land (owned by the Fairfax County Redevelopment and Housing Authority)
  • $5.25 million in local funding from the Affordable Housing Development and Investment Fund
  • $12.6 million in FCRHA revenue bond issuance
  • Awarded 8 federal project-based vouchers

Status: Completed

Project Description: The North Hill property consists of 33 unimproved acres at the intersection of Richmond Highway and Dart Drive in Alexandria. This project has transformed the property into a mixed-income community with 279 units of affordable housing, a 175-unit market-rate townhome community and a 12-acre public park.

Developer: CHPPENN, LLC

Affordable Units:

  • 216 Multifamily Apartments
  • 63 Affordable Senior Independent Living Apartments

Affordability: The units will be allocated to serve a mixture of households along the income spectrum – 10 percent of the units will serve households earning 30 percent of the Area Median Income (AMI); 20 percent will serve households at 50 percent AMI; and 70 percent will serve households at 60 percent AMI.

Fairfax County Resources Applied:

  • 33 acres of public land (owned by the Fairfax County Redevelopment and Housing Authority)
  • Awarded 68 federal project-based vouchers
  • $4.4 million in local financing from the Affordable Housing Development and Investment Fund

Location: 4518 University Drive, Fairfax VA 22030

Project Description: One University refers to the redevelopment of a 10.8-acre property located adjacent to the campus of George Mason University in Fairfax County, VA. The property is owned by the Fairfax County Redevelopment and Housing Authority (FCRHA) and previously included 46 affordable townhomes (Robinson Square) and meeting space for the FCRHA. The redevelopment of the property will include 120 affordable independent living senior apartments, 120 affordable multifamily apartments, 333 units of student housing, and meeting space for the Fairfax County Redevelopment and Housing Authority.

While the land will remain in the ownership of the Fairfax County Redevelopment and Housing Authority, this community itself will be privately owned and operated by the developer. Leasing activities, waitlists, property management, and maintenance will not be administered by Fairfax County.

Leasing Information:  Upon completion of the project, the affordable multifamily and senior apartments will be owned and operated by SCG Development and shall be managed by Paradigm. Paradigm's management of the property will include the administration of the application process, all leasing activities, and wait list management. It is anticipated that leasing activities will not start until late 2023.
