As part of Fairfax County’s ongoing modernization efforts and to align with federal electronic reporting requirements, the Industrial Waste Section now offers an electronic reporting platform for permitted facilities. The system, known as the Internet POTW Administrative and Compliance System (iPACS), is available at: https://ipacspublic.fairfaxcounty.gov.
About iPACS
iPACS is a secure, web-based system that enables permitted facilities to:
- Submit required compliance reports electronically
- Track the status and history of submissions
- Receive email notifications on report reviews
- Reduce paperwork and streamline compliance
- Ensure compliance with federal electronic reporting regulations, including EPA’s Cross-Media Electronic Reporting Regulation (CROMERR) under 40 CFR 403.12(r)
Transition to Electronic Reporting
Permitted users will begin receiving updated permits that authorize the use of iPACS for regulatory reporting. Effective upon receiving written authorization from the Industrial Waste Section (IWS), facilities may begin submitting reports electronically.
Future permit versions will include an effective date by which all reports must be submitted electronically through iPACS.
Getting Started
To begin submitting reports electronically:
- Create an iPACS Account
- Visit https://ipacspublic.fairfaxcounty.gov
- Follow the prompts to register your facility and user(s)
- The Electronic Signature Agreement (ESA) form can also be downloaded directly from the portal
- Complete the Electronic Signature Agreement (ESA)
- This form designates your Responsible Official and authorizes digital submissions
- A wet-ink signature is required to Submit the signed ESA by mail or hand-delivery to:

- Wait for Approval and PIN Assignment
- Once the ESA is processed, the designated Responsible Official will receive a PIN by email
- After activating the PIN, the user may begin submitting reports through iPACS
Important Notes
- Only persons who meet the definition of an Authorized Representative or Duly Authorized Representative of the Industrial User, as defined in Fairfax County Code § 67.1-1-3, may be approved for Responsible Official (RO) accounts.
- ROs may designate Consultant/Preparer accounts to allow contractors or support staff to enter data on their behalf.
- Only approved ROs are permitted to electronically sign and submit compliance reports.
