The project is in the Fairfax County Braddock Magisterial District off of Fairfax County Parkway at 6000 Freds Oak Road, Burke, Virginia 22015.
Fairfax County is proposing to build a new facility which will co-locate Stormwater and Wastewater Divisions into one centralized location to maximize efficiencies and allow for future growth. The proposal includes the nine-acre concrete plant located at Site 11 to combine with the adjacent existing 14-acre Fairfax County Wastewater Collection Division site at Site 13. The proposed location is central to the county, has access to major roads, and is zoned for industrial use. The co-location will improve services for stormwater management, storm drainage, flood control, snow removal operations, water quality, commercial revitalization, road and walkway maintenance, collection and treatment of wastewater (sewage), and other designated infrastructure within the county. The new facility will also provide County residents with educational opportunities, with real-world examples of stormwater and wastewater management practices which will help connect residents to their local ecosystem. The educational spaces will be inviting to residents of all ages and can be used to tell many important stories of the local streams. These include passive signage explaining various features of the building and site, as well as guided tours through the facility.
Construction of the project will require multiple phases and demolition of selective site elements, including the removal of the decommissioned concrete production plant, and at a later phase the existing Wastewater Collection Division facility, all while maintaining 24/7 operations. New construction will include multiple buildings, including a two-story, multi-use, office and administrative building (Building 1) designed to target LEED v4 Gold Certification, meet additional County-wide energy performance improvements, highlight sustainable construction features, and display stormwater management techniques and features as a green showcase educational facility. Most importantly, the facility will support resiliency and provide stormwater and wastewater day-to-day maintenance and emergency field operational support. The new construction and site work will also include auxiliary buildings (Buildings 2-8) to house maintenance shops, covered material storage, enclosed parking, vehicle wash, salt and brine, equipment storage, and a fuel island. Many of the buildings will include enhanced sustainable features including green roofs, rainwater harvesting and wash water reuse, solar panels, and a geothermal system.

The Stormwater Wastewater Facility construction kick-off meeting was held virtually on March 29, 2022 at 7:00pm. DPWES presented the project team, construction phasing, operations and schedule to the County management, Braddock District Supervisor’s office and the Community attendees.
