Reston Town Center North (RTCN)

arial map of redevelopment areaLocated midway between Tysons and Dulles International Airport, future Reston Town Center North is part of a quickly urbanizing area in northwestern Fairfax County. The Board of Supervisors envisions redeveloping the property from a collection of irregularly-shaped parcels, which are incompatible with Reston Town Center and surrounding development, into a vibrant urban, mixed-use environment that transitions from the Reston Town Center to the existing surrounding development. Reston Town Center North will be accessible from Dulles Toll Road, Fairfax County Parkway, and Reston Parkway, and nearby public transportation includes the Wiehle-Reston East Metrorail station (two miles) and the Reston Town Center Metrorail station (one mile).

Consistent with Fairfax County's commitment to economic growth and revitalization, and commitment to social equity, as outlined in the One Fairfax Resolution, and in partnership with Inova Health Care Services (Inova), the county is leveraging its assets to help create a transit-oriented, pedestrian-friendly, mixed-use development that embraces Reston's motto of "Live, Work, Play", while also upgrading public facilities and services.

Approved Conceptual Plan

approved conceptual planOn July 20, 2021, the project team from Inova Health Care Services and the Fairfax County Building Design and Construction Division received approval from the Reston Design Review Board (DRB) for an amended concept plan for the proposed street layout, central green and tree save areas. The amended plan included a minor modification of the street layout to allow for the size of the central green to be increased to 3.5 acres.

A mix of uses is planned for the future of the property that include office, residential, retail and multiple expanded public uses including the Reston Regional Library, the Embry Rucker Shelter and Supportive Housing, and the North County Human Service Building. Approval of the final development plan will allow the co-applicants to adjust the property lines and exchange real estate. Actual development within the resulting blocks will be subject to future community input in addition to the DRB and will follow the adoption of the Amendment to the Reston Comprehensive Plan. Existing Conditions (Town Center North District)

map of existing conditionsReston Town Center North property is generally located within the “Town Center North District”.  It is currently comprised of a mix of irregularly-shaped parcels (see map) owned by the Fairfax County Board of Supervisors (county), the Fairfax County Redevelopment and Housing Authority (FCRHA), and Inova Health Care Services (Inova). The five-acre Fairfax County Park Authority parcel was conveyed to the county in Sept. 2015, in exchange for 90,000 square feet of development rights. The existing county facilities located within the Reston Town Center North area include the Reston Regional Library, Embry Rucker Shelter, North County Human Services Building and the Reston Police Station and North County Governmental Center.

  • The Reston Comprehensive Plan Study Task Force began to meet in May of 2020 and provided their final recommendations to the Department of Planning and Development in August of 2022. The Reston Comprehensive Plan Amendment was adopted on September 12,2023.
  • Reston Design Review Board approved the Conceptual Design for the street grid and central green on November 12, 2019.

Redevelopment Process

map with County Blocks, INOVA blocks, and INOVA (Central Green)On Sept. 22, 2015, during a Public Hearing, the Board of Supervisors approved an "Interim Real Estate Exchange Agreement“ (IREEA), between the county and Inova, for the purposes of a joint rezoning for the overall Reston Town Center North area, and for entering negotiations toward a later comprehensive agreement with Inova. The ultimate goal is to create the grid of streets, similar to the preliminary concept sketch included in the Reston Comprehensive Plan, through a one-to-one land swap providing both the county and Inova with developable blocks.
